integration <strong>of</strong> the Strategic <strong>Defence</strong> Package. The<br />
ability to sustain further growth within the current<br />
nancial allocation levels, however, remains under<br />
serious threat. The Air Force will not be able to meet<br />
its mandate in terms <strong>of</strong> defence or its support <strong>of</strong><br />
Government initiatives in the medium-and-longer<br />
term, without adequate levels <strong>of</strong> funding being<br />
provided.<br />
Purpose <strong>of</strong> the Programme<br />
The Air <strong>Defence</strong> Programme provides prepared and<br />
supported air-defence capabilities for the defence<br />
and protection <strong>of</strong> South Africa.<br />
Subprogrammes<br />
• Strategic Direction formulates and controls<br />
strategies, policies and plans via the Air Force<br />
Ofce to prepare and provide the capabilities<br />
required by the Chief <strong>of</strong> the SANDF<br />
(C SANDF).<br />
• Operational Direction provides operational<br />
direction to the programme by means <strong>of</strong> an air<br />
command.<br />
• Helicopter Capability provides and sustains<br />
operationally-ready light utility helicopters,<br />
medium transport helicopters and combatsupport<br />
helicopters, crewed by appropriately<br />
qualied personnel.<br />
• Transport and Maritime Capability provides<br />
and sustains operationally-ready transport<br />
and maritime aircraft, crewed by appropriately<br />
qualied personnel.<br />
• Air Combat Capability provides and sustains<br />
operationally-ready advanced light ghteraircraft,<br />
light ghter-training aircraft, longrange<br />
transport aircraft, in-ight refuelling<br />
aircraft and electronic-warfare aircraft, crewed<br />
by appropriately qualied personnel.<br />
• Operational Support and Intelligence Capability<br />
prepares, develops, provides and supports<br />
protection support, intelligence systems and<br />
counter-intelligence support to the South<br />
African Air Force through protection squadrons,<br />
intelligence subsystems and air force-unique<br />
intelligence training.<br />
• Command and Control Capability supplies and<br />
maintains operationally-ready command and<br />
control elements in support <strong>of</strong> air battle-space<br />
operations.<br />
• Base Support Capability provides air-base<br />
infrastructure facilities to squadrons and resident<br />
units on bases, including the maintenance <strong>of</strong><br />
all relevant systems and personnel, to support<br />
ying operations.<br />
• Command Post commands and controls all<br />
missions own.<br />
• Training Capability provides for the general<br />
education, training and development <strong>of</strong> South<br />
African Air Force personnel.<br />
• Technical Support Services establishes,<br />
maintains and prepares optimised technical and<br />
tactical logistics-support capabilities to provide<br />
support to system groups and manage Air<br />
Service Units.<br />
Measurable Objectives<br />
The Air <strong>Defence</strong> Programme contributes to the<br />
defence and protection <strong>of</strong> South Africa, its airspace<br />
and territory by:<br />
• providing a helicopter capability <strong>of</strong> four mixed<br />
(medium-and-light) squadrons and one combatsupport<br />
squadron;<br />
• providing a transport and maritime capability<br />
<strong>of</strong> three medium-transport squadrons,<br />
one maritime and transport squadron, one<br />
light-transport squadron and nine Reserve<br />
squadrons;<br />
• providing an air-combat capability <strong>of</strong> one<br />
combat squadron; and<br />
• providing capacity for a 24-hour air command<br />
and control capability.<br />
Output Detail<br />
Table 5.1 provides a detailed report on all output,<br />
performance measures and targets specied in the<br />
Air <strong>Defence</strong> Programme output table in the DOD’s<br />
Strategic Business Plan FY <strong>2008</strong>/09.<br />
