The Subprogramme Ministerial Direction successfully provided political direction to the DOD to ensure the<br />
defence <strong>of</strong> South Africa by meeting the ordered defence commitments and providing appropriate defence<br />
capabilities.<br />
SUBPROGRAMME: DEPARTMENTAL<br />
DIRECTION<br />
Overview<br />
The period under review was marked by the<br />
untimely passing away <strong>of</strong> the Secretary for <strong>Defence</strong>,<br />
Mr J.B. Masilela, in August <strong>2008</strong>. The Chief <strong>of</strong><br />
<strong>Defence</strong> International Affairs, Mr T.E. Motumi, was<br />
appointed as the Acting Sec Def with effect from<br />
September <strong>2008</strong>. This report covers the matters<br />
<br />
<strong>of</strong> FY <strong>2008</strong>/09.<br />
In the spirit <strong>of</strong> co-operative governance, the Sec<br />
Def engaged in further efforts to improve cooperation<br />
between the DOD and other government<br />
departments and agencies. These include, inter alia,<br />
the National Treasury, National Intelligence Agency,<br />
<strong>Department</strong>s <strong>of</strong> Public Service and Administration,<br />
Foreign Affairs, Public Enterprises, South African<br />
Police Service (SAPS) and the Auditor-General<br />
South Africa. These efforts have had positive results<br />
in respect <strong>of</strong> streamlining the defence business<br />
processes with those <strong>of</strong> other departments, in<br />
pursuit <strong>of</strong> the co-operative governance principle as<br />
contemplated in the Constitution.<br />
Furthermore, the Sec Def has consistently<br />
provided strategic direction to the DOD through<br />
various activities and interventions. These, inter<br />
alia, included timeous decision-making on strategic<br />
matters, effective consideration and processing <strong>of</strong><br />
<br />
Generals meetings and chairing <strong>of</strong> the DOD’s<br />
command bodies meetings. The Sec Def has also<br />
ensured that the DOD upholds and implements<br />
all the Cabinet, Minister, Parliament and Cluster<br />
resolutions applicable to the DOD. For purposes<br />
<strong>of</strong> accountability, the Sec Def has ensured that the<br />
DOD provides, at predetermined times, all reports<br />
on its implementation <strong>of</strong> resolutions applicable to<br />
it.<br />
To consolidate good governance in the DOD, the<br />
Sec Def continued to implement the Clean Audit<br />
Project. This initiative is aimed at ensuring that the<br />
DOD’s performance on audits, as carried out by<br />
the Auditor-General South Africa, improves. The<br />
<br />
DOD is full compliance, with the ruling regulatory<br />
framework and better delivery <strong>of</strong> defence output.<br />
In the area <strong>of</strong> defence diplomacy, the Sec Def engaged<br />
in a number <strong>of</strong> activities. These included undertaking<br />
visits to, and hosting countries with which the DOD<br />
has defence co-operation agreements. As part <strong>of</strong><br />
defence diplomacy, the Sec Def also participated in<br />
