7.1.3 SA Military Health Services<br />

SAMHS registered a possible PPP at National Treasury regarding “health care facilities and<br />

hospital referral services in Durban and seven other selected areas”. The feasibility study<br />

was completed and the project is in process <strong>of</strong> procurement <strong>of</strong> the actual PPP.<br />

SAMHS registered a project to build a new headquarters. Bids have been advertised and<br />

the DOD is in process to appoint the Transaction Advisor to conduct a feasibility study.<br />

SAMHS also registered a project for new facilities for a Military Health Training Formation.<br />

The project is in the phase <strong>of</strong> procuring the Transaction Advisor services to conduct a<br />

feasibility study.<br />

7.1.4 Human Resource Division. The establishment <strong>of</strong> a SA National <strong>Defence</strong> Training Institute<br />

has been registered. The Transaction Advisor has been appointed and the rst phase <strong>of</strong> the<br />

feasibility study (need analysis) is in process.<br />

7.1.5 <strong>Defence</strong> Intelligence Division. The establishment <strong>of</strong> a new headquarters for <strong>Defence</strong><br />

Intelligence has been registered. The Transaction Advisor has been appointed and the rst<br />

phase <strong>of</strong> the feasibility study (need analysis) is in process.<br />

8. Corporate Governance Arrangements<br />

8.1.1 Leadership. Senior commanders and managers <strong>of</strong> the <strong>Department</strong> exercise their leadership<br />

in accordance with the constitutional principles <strong>of</strong> transparency, good governance and<br />

accountability. Condentiality is preserved in certain circumstances when it is in the national<br />

interest to do so.<br />

8.1.2 Codes <strong>of</strong> Conduct. Codes <strong>of</strong> conduct have been formally adopted for military members and<br />

public service employees. All <strong>of</strong>cials subscribed to the standards contained in these codes by<br />

signature. Disciplinary procedures are applied for non-conformance.<br />

| Financial Performance |<br />

8.1.3 Conict <strong>of</strong> Interest. Senior managers declare their economic interest annually. Members <strong>of</strong><br />

management bodies dealing with procurement and acquisition are required to declare potential<br />

conicts and withdraw before commencement <strong>of</strong> meetings. All <strong>of</strong>cials are required to declare<br />

gifts in registers open to scrutiny.<br />

8.2 <strong>Department</strong>al Structures and Processes<br />

8.2.1 Compliance. Applicable statutes and regulations are complied with by the promulgation <strong>of</strong><br />

ministerial directives and departmental instructions/orders and publications that are legally<br />

enforceable.<br />

8.2.2 Statutory Accountability. The Secretary for <strong>Defence</strong> accounts to Parliament for the<br />

management <strong>of</strong> the implementation <strong>of</strong> the <strong>Defence</strong> Vote. All departmental budget authorities<br />

are held to account by the Secretary for the economic, efcient and effective utilisation <strong>of</strong><br />

resources to achieve the objectives <strong>of</strong> their respective programmes.<br />

8.2.3 Communication with Stakeholders. <strong>Defence</strong> <strong>of</strong>cials appear regularly before relevant<br />

Parliamentary committees on instruction <strong>of</strong> the Minister to explain departmental plans,<br />

programmes and budgets (including resource management policies) as well as account for<br />

performance. All media enquiries are answered through a corporate communication service.<br />
