| Programme 8: Force Employment |<br />
Members <strong>of</strong> the Joint-Operations Division actively<br />
participated in <strong>Defence</strong> Committees, the relevant<br />
SADC meetings and other foreign visits contributing<br />
to peace, security and stability in the SADC Region.<br />
The Memorandum <strong>of</strong> Understanding for Operation<br />
CORDITE (Support to the UN Mission in Sudan),<br />
accommodating the change from an AU to UN<br />
mission, is in the process <strong>of</strong> being signed. However,<br />
the UN honours the unsigned Memorandum <strong>of</strong><br />
Understanding (MOU) with regard to troop-cost<br />
reimbursement to the RSA, but does not reimburse<br />
for major equipment and self-sustainment. The<br />
MOU between the RSA and the AU for Operation<br />
CURRICULUM (Support to the AU Special Task<br />
Force in Burundi), is in the nal stages <strong>of</strong> being<br />
signed.<br />
Despite various interventions at Head <strong>of</strong> State and<br />
political-level with the Sudanese Government, the<br />
SANDF continued to experience delays in getting<br />
authorisation for sustainment ights. This impeded<br />
the sustainment <strong>of</strong> the SANDF contingent deployed<br />
in the Sudan. As directed by the Chief <strong>of</strong> the<br />
SANDF, the mandate for Operation VIMBEZELA<br />
(military assistance to the CAR), was revised with<br />
instructions for the SANDF’s further involvement.<br />
The security situation in the eastern DRC is delaying<br />
the completion <strong>of</strong> the integration process, and<br />
the Identication and Registration Teams from<br />
Operation TEUTONIC cannot continue with<br />
the process. In general, the shortage <strong>of</strong> specialist<br />
(technical staff) and support personnel as provided<br />
by Services and Divisions, negatively affected<br />
the employment <strong>of</strong> personnel in all the missions,<br />
resulting in contingents not being fully-staffed.<br />
The SANDF’s non-compliance with the MOUs’<br />
minimum standards <strong>of</strong> serviceability <strong>of</strong> major<br />
equipment, resulted in the RSA being denied full<br />
reimbursement for major equipment. Furthermore,<br />
at Ministerial-level, progress to secure additional<br />
funding for Operation KGWELE is progressing<br />
well. A total <strong>of</strong> 178 Reserves (excluding Reserves<br />
in deployments) were utilised mainly in a supportive<br />
role in the preparation for Operation KGWELE.<br />
The outstanding land claim in the Madimbo Corridor<br />
is threatening to disrupt Special Forces’ training<br />
activities. The claimant community has started<br />
moving into the training area. Unexploded ordnance<br />
could result in the loss <strong>of</strong> life if unsuspecting<br />
civilians wander through shooting ranges. Notice<br />
Despite the fact that the SANDF is a contingencybased<br />
organisation and does not always render<br />
direct service to the public, the involvement <strong>of</strong><br />
the SANDF in both internal operations in the<br />
RSA and external operations in the rest <strong>of</strong> Africa<br />
,is regarded as a great success. The contribution to<br />
and effect <strong>of</strong> the involvement <strong>of</strong> the SANDF in<br />
the SADC Region cannot be underestimated. The<br />
SANDF has had to operate in a rapidly changing,<br />
difcult and at times adverse environment, in which<br />
it was crucial that it conducted its business in the<br />
most economical, efcient and effective manner.<br />
The Force Employment Programme utilised all its<br />
resources efciently and achieved the objectives set<br />
for the FY <strong>2008</strong>/09.<br />
Purpose <strong>of</strong> the Programme<br />
The Joint-Operations Division provides and employs<br />
defence capabilities, including an operational<br />
capability, to successfully conduct all operations and<br />
joint, interdepartmental and multinational military<br />
exercises.<br />
Subprogrammes<br />
• Strategic Direction formulates and controls<br />
strategies, policies and plans for the deployment<br />
<strong>of</strong> forces.<br />
• Operational Direction provides operational<br />
direction to joint and multinational task forces<br />
and joint-tactical headquarters by means <strong>of</strong><br />
operational-level headquarters.<br />
• Special Operations provides and employs a<br />
special operations capability within the approved<br />
Special Forces mandate for the SANDF.<br />
• Regional Security provides for the deployment<br />
<strong>of</strong> forces in support <strong>of</strong> South Africa’s<br />
commitment to peace – regionally, continentally<br />
and globally.<br />
• Support to the People provides for the internal<br />
deployment <strong>of</strong> forces in support <strong>of</strong> the SAPS<br />
and other government departments.<br />
• <strong>Defence</strong> Capability Management provides<br />
for joint, interdepartmental and multinational<br />
military force preparation exercises.<br />
