APPRECIATION Approval The progress and success of the Department’s achievements over the past year is due to the efforts of many. The strategic guidance and support of the Ministers and Deputy Ministers of Defence has been consistent exemplary and is acknowledged. The funding and support provided by the Minister of Finance and the National Treasury is appreciated. My colleagues in the Plenary Defence Staff Council and the Defence Secretariat Board have provided wise council and shared the operational load. To our various forces, locally and abroad, and our administrative and management personnel go my heartfelt thanks for their commitment, dedication and perseverance in a challenging year of major accomplishments. | Department of Defence | Vote 19 | REPORT OF THE AUDITOR-GENERAL TO PARLIAMENT ON THE FINANCIAL STATEMENTS AND PERFORMANCE INFORMATION OF VOTE NO.19: DEPARTMENT OF DEFENCE for the year ended 31 March 2009 REPORT ON THE FINANCIAL STATEMENTS Introduction 1. I have audited the accompanying nancial statements of the Department of Defence which comprise the appropriation statement, the statement of nancial position as at 31 March 2009, and the statement of nancial performance, the statement of changes in net assets and the cash ow statement for the year then ended, a summary of signicant accounting policies and other explanatory notes, as set out on pages 246 to 355. The accounting ofcer’s responsibility for the nancial statements 2. The accounting ofcer is responsible for the preparation and fair presentation of these nancial statements in accordance with the modied cash basis of accounting determined by the National Treasury, as set out in accounting policy note 1.1 and in the manner required by the Public Finance Management Act, 1999 (Act No. 1 of 1999) (PFMA) and for such internal control as the accounting ofcer determines is necessary to enable the preparation of nancial statements that are free from material misstatement, whether due to fraud or error. The Auditor-General’s responsibility 3. As required by section 188 of the Constitution of the Republic of South Africa, 1996 read with section 4 of the Public Audit Act, 2004 (Act No. 25 of 2004) (PAA), my responsibility is to express an opinion on these nancial statements based on my audit. 4. I conducted my audit in accordance with the International Standards on Auditing read with General Notice 616 of 2008, issued in Government Gazette No. 31057 of 15 May 2008. Those standards require that I comply with ethical requirements and plan and perform the audit to obtain reasonable assurance about whether the nancial statements are free from material misstatement. | Financial Performance | 5. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the nancial statements. The procedures selected depend on the auditor’s judgement, including the assessment of the risks of material misstatement of the nancial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the nancial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of accounting estimates made by management, as well as evaluating the overall presentation of the nancial statements. 6. I believe that the audit evidence I have obtained is sufcient and appropriate to provide a basis for my audit opinion. Basis for qualied opinion Tangible and intangible assets 7.
