SUBPROGRAMME: DEFENCE<br />
INTERNATIONAL AFFAIRS<br />
Overview<br />
In <strong>2008</strong>, the Minister <strong>of</strong> <strong>Defence</strong> approved the<br />
<strong>Defence</strong> International Affairs Division with effect<br />
from <strong>2008</strong>. As a result, the Directorate Foreign<br />
Relations Policy migrated from the <strong>Defence</strong><br />
Policy, Strategy and Planning Division to <strong>Defence</strong><br />
International Affairs Division in the FY <strong>2008</strong>/09.<br />
This Division is mandated to provide defence<br />
international affairs’ strategic direction, establish<br />
bilateral and multilateral relations in the eld<br />
<strong>of</strong> defence, as well as provide specialist advice<br />
and support on international legal instruments.<br />
Notwithstanding the envisaged changes to the<br />
structure necessitated by its responsibilities, the<br />
Division was able to achieve its intended objectives.<br />
The Division was actively involved and instrumental<br />
in the following areas:<br />
• Advising the Minister and the DOD on key<br />
<strong>Defence</strong> International Affairs’ Policy issues<br />
• Participated in the activities <strong>of</strong> various<br />
multilateral organisations like the AU, SADC<br />
and the UN.<br />
• Servicing various standing international<br />
legal instruments such as the Bi-National<br />
Commissions, <strong>Defence</strong> Co-operation<br />
Agreements and Memoranda <strong>of</strong> Understanding<br />
(MOUs) with other countries. These countries<br />
include the United States <strong>of</strong> America, France,<br />
the Ukraine, Argentina, Sweden, the United<br />
Kingdom, Saudi Arabia, Belgium, Germany,<br />
India, Brazil, Zambia, Jordan, Lesotho, Tunisia<br />
and the Democratic Republic <strong>of</strong> Congo.<br />
• Facilitated the processing and signing <strong>of</strong> defence<br />
co-operation agreements and Memoranda <strong>of</strong><br />
Understanding with countries such as Benin,<br />
Brazzaville in Congo, Indonesia, Malawi,<br />
Senegal, United Kingdom and Ethiopia.<br />
The Division’s operational realities point to a<br />
requirement for added capacity. To address this<br />
challenge, the Division is currently engaged in a<br />
work-study process to bring its capacity on par with<br />
the demands <strong>of</strong> the Division.<br />
Measurable Objective<br />
The <strong>Defence</strong> International Affairs Subprogramme<br />
manages all <strong>Defence</strong> International Affairs and<br />
related activities.<br />
