Despite the migration from the old to the new<br />
structures, the <strong>Defence</strong> Policy, Strategy and Planning<br />
Division has successfully achieved its set objectives<br />
for the year under review. This has been achieved<br />
through provision <strong>of</strong> clearly dened DOD policies,<br />
strategy, plans, reports and departmental instructions.<br />
The Division has nalised its reconguration and<br />
migration process in accordance with the relevant<br />
Sec Def ’s instruction.<br />
In line with its reconrmed mandate, this Division<br />
has executed a number <strong>of</strong> projects ranging<br />
from strategic planning to institutionalisation <strong>of</strong><br />
performance management. Various interventions<br />
were introduced that were aimed at improving both<br />
the quality <strong>of</strong> reporting, as well as the impact <strong>of</strong> the<br />
reporting process on improved service delivery <strong>of</strong><br />
the DOD. Furthermore, the Division has consistently<br />
provided the Sec Def with a capability for policy<br />
development, policy advice and monitoring on<br />
national defence policy matters. As per provisions<br />

Effect <strong>of</strong> Programme/Subprogramme Output Achievement on ENE Vote 19 Purpose, Objectives and<br />
Measures. Through the Subprogramme, SANDF Command and Control has successfully provided relevant<br />
and timeous military advice to the Minister <strong>of</strong> <strong>Defence</strong> and effectively executed command and control <strong>of</strong> the<br />
SANDF. The achievements <strong>of</strong> the Output have contributed to the Purpose <strong>of</strong> the Administration Programme to<br />
execute policy development, management and administration.<br />
<strong>of</strong> the relevant Act, this Division has also provided<br />
administrative and secretariat support services to the<br />
National Conventional Arms Control Committee<br />
(NCACC) and its relevant subcommittees.<br />
In order to consolidate effective management,<br />
the Division made four senior management<br />
appointments. These include: the Chief <strong>Defence</strong>,<br />
Strategy and Planning; the Chief Director: Strategic<br />
Management; the Director: Integrated Management<br />
Systems and the Director: Risk Management.<br />
In the period under review, this Division achieved<br />
the following highlights:<br />
• Ensured that the DOD complied with<br />
national legislation on strategic planning and<br />
performance reporting. As a result, in <strong>2008</strong>, the<br />
Portfolio Committee on <strong>Defence</strong> commended<br />
the DOD on improved performance reporting.<br />
• Led the process for the review <strong>of</strong> the National<br />
Conventional Arms Control Act (Act 41 <strong>of</strong><br />
2002), which resulted in an Amendment Bill<br />
that was passed by both houses <strong>of</strong> Parliament<br />
in <strong>2008</strong>. This Amendment Bill is now waiting to<br />
be assented to by the President.<br />
• Led the <strong>Defence</strong> Update formulation process<br />
that resulted in a costed document with<br />
<strong>Annual</strong> <strong>Report</strong> FY <strong>2008</strong> - <strong>2009</strong><br />
