Chapter 2<br />
Programme 1: <strong>Defence</strong> Administration<br />
INTRODUCTION<br />
The primary objective <strong>of</strong> this programme is to<br />
oversee the activities <strong>of</strong> the DOD through policy<br />
development and monitoring, provision <strong>of</strong> strategic<br />
direction and organising the DOD in terms <strong>of</strong><br />
its structure and force design, to achieve its set<br />
defence objectives. The <strong>Defence</strong> Administration is<br />
in alignment with all the Strategic Output and the<br />
Strategic Objectives for FY <strong>2008</strong>/09.<br />
The <strong>Defence</strong> Administration Programme provides<br />
services in the form <strong>of</strong> directives in the area <strong>of</strong><br />
ministerial direction. This is the responsibility <strong>of</strong> the<br />
Minister <strong>of</strong> <strong>Defence</strong> (MOD), while departmental<br />
direction is the responsibility <strong>of</strong> the Secretary for<br />
<strong>Defence</strong> (Sec Def). The <strong>Defence</strong> Administration<br />
consists <strong>of</strong> the following subprogrammes<br />

The following subprogrammes within the<br />
<strong>Defence</strong> Administration Programme fall within<br />
the responsibilities <strong>of</strong> the South African National<br />
<strong>Defence</strong> Force (SANDF):<br />
1<br />
The Minister <strong>of</strong> <strong>Defence</strong> approved the establishment <strong>of</strong><br />
the <strong>Defence</strong> International Affairs as a subprogramme on<br />
1 April <strong>2008</strong>. A function separation and shift took place during<br />
FY <strong>2008</strong>/09 from the <strong>Defence</strong> Policy, Strategy and Planning<br />
Division to the newly-established and approved International<br />
Affairs Division. In the Estimate <strong>of</strong> National Expenditure<br />
(ENE), the Policy and Planning allocation includes funding for<br />
the <strong>Defence</strong> International Affairs for the Second Quarter FY<br />
<strong>2008</strong>/09.<br />

The annual reports <strong>of</strong> individual subprogrammes are<br />
presented below according to their respective order<br />
<strong>of</strong> appearance as in the DOD Strategic Business<br />
Plan for the Financial Year <strong>2008</strong>/09.<br />
PURPOSE<br />
The <strong>Defence</strong> Administration Programme provides<br />
administrative support, policy development and<br />
overall management to the DOD.<br />
OUTPUT<br />
The main output <strong>of</strong> the <strong>Defence</strong> Administration<br />
Programme are defence policy advice, providing<br />
strategic direction through resource allocation advice,<br />
corporate plans, reports and ministerial direction. In<br />
addition, it provides specic operational output for<br />
services and divisions in the DOD.<br />
SUBPROGRAMME: MINISTERIAL<br />
DIRECTION<br />
Overview<br />
In the year under review, the Minister <strong>of</strong> <strong>Defence</strong><br />
has consistently continued to uphold and full<br />
the DOD’s mission, to defend and protect the<br />
sovereignty and the territorial integrity <strong>of</strong> the<br />
Republic, as well as to support the people <strong>of</strong> South<br />
Africa. This has been done through the maintenance<br />
<strong>of</strong> cost-effective defence capabilities, in order to<br />
successfully undertake operations as ordered and<br />
funded by Government. Under the direction <strong>of</strong> the<br />
Minister, the DOD has, through various efforts,<br />
contributed to global security and peace. These<br />
include participation in defence-related bilateral and<br />
multilateral engagements as well as the deployment<br />
<strong>of</strong> the SANDF in peacekeeping missions. As per<br />
Cabinet instruction, the Minister has ensured that<br />
the SANDF’s routine internal deployments are<br />
gradually reduced, but has maintained sufcient<br />
