SUBPROGRAMME: SANDF COMMAND<br />

AND CONTROL<br />

Overview<br />

The Ofce <strong>of</strong> the C SANDF accomplished all the<br />

set objectives and targets for the year under review.<br />

Excellent strategic direction and execution <strong>of</strong><br />

command and control over the SANDF forces took<br />

place, enhanced through regular staff visits to the<br />

SANDF contingents supporting the peace missions<br />

and operational deployments within the borders <strong>of</strong><br />

South Africa.<br />

Foreign Dignitaries Received in the RSA. The<br />

C SANDF hosted foreign dignitaries during FY<br />

<strong>2008</strong>/09; namely: the Chiefs <strong>of</strong> the Singapore<br />

<strong>Defence</strong> Force and the Lesotho <strong>Defence</strong> Force,<br />

as well as the Chiefs <strong>of</strong> Staff <strong>of</strong> the Democratic<br />

Republic <strong>of</strong> Congo (DRC) Armed Forces and the<br />

French <strong>Defence</strong> Force. In addition, he hosted<br />

several Chiefs <strong>of</strong> <strong>Defence</strong> Forces during their<br />

attendance <strong>of</strong> the Africa Aerospace and <strong>Defence</strong><br />

Exhibition <strong>2008</strong>.<br />

The C SANDF devoted his efforts during the<br />

past year towards advancing defence diplomacy<br />

and multilateral initiatives <strong>of</strong> the AU and SADC.<br />

Internally, the C SANDF was fully engaged in the<br />

Government Programme <strong>of</strong> Action requirements,<br />

with full participation in the monthly clusters, as<br />

well as the Forum <strong>of</strong> SA Director-Generals.<br />

The SANDF external missions were conducted<br />

employing the “Core Growth - One Force” concept,<br />

with about 2 900 Regular and Reserve members<br />

deployed in seven peace support operations and<br />

three general assistance operations. These took<br />

place in the Democratic Republic <strong>of</strong> Congo, Sudan,<br />

Burundi, Ethiopia/Eritrea, Uganda/Southern<br />

Sudan, Central African Republic and Nepal.<br />

Internally, several missions in support <strong>of</strong> other<br />

Government departments were conducted, with<br />

emphasis on safety and security support, searchand-rescue,<br />

disaster aid and relief, and borderline<br />

control. On average, 195 SANDF members were<br />

deployed daily in support <strong>of</strong> the SAPS along the<br />

South African/Zimbabwean international border.<br />

These deployments were scheduled to be terminated<br />

by the end <strong>of</strong> March <strong>2009</strong>.<br />

However, on 16 March <strong>2009</strong>, a verbal instruction<br />

was received from the Minister <strong>of</strong> <strong>Defence</strong> to put<br />

the withdrawal <strong>of</strong> SANDF troops from the Republic<br />

<strong>of</strong> South Africa (RSA)/Zimbabwean international<br />

border on hold until further notice. The SANDF<br />

provided safety and security support in preparation<br />

for the <strong>2009</strong> FIFA Confederations Cup and the 2010<br />

FIFA World Cup.<br />

Foreign Engagements Undertaken to Strengthen<br />

Ties and Advance <strong>Defence</strong> Diplomacy. The<br />

C SANDF visited three African <strong>Defence</strong> Forces<br />

namely: Angola, Uganda and Botswana. On<br />

African Chiefs <strong>of</strong> <strong>Defence</strong> Engagements<br />

towards Harmonisation <strong>of</strong> Common Policy<br />

and Interoperability. The C SANDF attended<br />

two Inter-State <strong>Defence</strong> and Security Committee<br />

Meetings for African Chiefs <strong>of</strong> <strong>Defence</strong> Forces.<br />

Government Programme <strong>of</strong> Action Engagements<br />

to Implement Government Priorities. The C<br />

SANDF attended several engagements during the<br />

period under review, namely: the Forum <strong>of</strong> South<br />

African Director-Generals (FOSAD) Workshop, the<br />

Cabinet Lekgotla, the IRPS Workshop, as well as the<br />

National Security Cluster and FOSAD Workshop.<br />

DOD and SANDF Command and Control.<br />

To improve the Command and Control in the<br />

SANDF, the C SANDF visited deployed SANDF<br />

forces in Burundi and Sudan in April <strong>2008</strong>, and the<br />

DRC, Burundi and Sudan in December <strong>2008</strong>. He<br />

participated in a Workshop on Discipline in the<br />

SANDF and conducted the SANDF Strategic Work<br />

session in July <strong>2008</strong>. Continued progress was made<br />

with the reshaping, restructuring, re-equipping and<br />

repositioning <strong>of</strong> the SANDF.<br />

Through the Subprogramme SANDF Command<br />

and Control, the C SANDF has, despite all the<br />

challenges that have confronted it, continued to<br />

provide relevant and timeous military advice to<br />

the Minister <strong>of</strong> <strong>Defence</strong> while, at the same time<br />

effectively executing command and control <strong>of</strong> the<br />

SANDF.<br />

Output Detail<br />

Table 2.4 below provides details on the SANDF<br />

Command and Control Subprogramme outputs,<br />

performance measures and targets specied in the<br />

output table in the DOD’s Strategic Business Plan<br />

FY <strong>2008</strong>/09.<br />
