Logistics<br />

Government’s Diplomatic Initiatives and <strong>Defence</strong><br />

Diplomacy. A new <strong>Defence</strong> Mission was opened<br />

in Tunis. Currently, the DOD is represented in 53<br />

countries and two international organisations.<br />

Efforts to streamline the DOD’s logistics function to<br />

a single point <strong>of</strong> responsibility have been undertaken<br />

through the Logistics Intervention Realignment<br />

Programme. To this end, a preferred Supply-Chain<br />

Management model has been dened, and the<br />

required service provider has been identied. The<br />

year ahead will see development <strong>of</strong> the structures<br />

to support supply-chain management at corporate<br />

and unit levels.<br />

Finance<br />

The DOD has made reasonable progress in its<br />

nancial management and accountability. This was<br />

marked by the reduction <strong>of</strong> the audit qualications<br />

from 16 to seven. During the latter part <strong>of</strong> the<br />

nancial year under review, the DOD enlisted the<br />

services <strong>of</strong> a reputable consortium as part <strong>of</strong> “Project<br />

Clean Audit”. This was done for the purposes <strong>of</strong><br />

augmenting the DOD’s limited capacity in that area.<br />

It is anticipated that these efforts will improve the<br />

DOD’s accountability, nancial management, riskmanagement<br />

and state <strong>of</strong> internal controls.<br />

Strategic Capital Acquisition<br />

Among the highlights <strong>of</strong> the period under review, ve<br />

additional Augusta A109 Light Utility Helicopters<br />

were delivered to the South African Air Force. This<br />

brings the total number <strong>of</strong> aircraft delivered to the<br />

contracted 28 aircraft. The last <strong>of</strong> the Hawk Lead-<br />

In Fighter Trainer aircraft was delivered, completing<br />

the contractual amount <strong>of</strong> 24 aircraft. Five dualseat<br />

Gripen Advanced Light Fighter Aircraft were<br />

also delivered to the South African Air Force.<br />

The system implementation at Air Force Base<br />

Makhado is currently ongoing. The Lynx maritime<br />

helicopter, Occupational Testing and Evaluation<br />

(OT&E), is ongoing and the rst deployment <strong>of</strong> a<br />

Lynx helicopter onboard a naval frigate took place<br />

successfully in October <strong>2008</strong>.<br />

The Africa Aerospace and <strong>Defence</strong> Exhibition<br />

hosted in September <strong>2008</strong>, was visited by 24<br />

countries and hailed a great success.<br />

Conclusion<br />

The DOD’s performance in the period under<br />

review was marked by signicant progress in critical<br />

performance areas. Although there were some<br />

challenges in some performance areas, reasons<br />

therefore have been fully considered, and corrective<br />

actions will be implemented in the year ahead. The<br />

great spirit and unfailing commitment <strong>of</strong> our key<br />

stakeholders is highly appreciated.<br />
