On docket before the Board during the 12 months ended June 30,<br />

1938, were 3,159 complaint cases which had been filed by A. F. of L.<br />

affiliates, 4,138 cases filed by C. I. 0. unions, 254 cases filed by unaffiliated<br />

unions and 662 cases by individuals. During this period<br />

the Board closed 72.4 percent of all A. F. of L. cases on docket as<br />

against 64.9 percent for the C. I. 0. cases.<br />

Settlements were secured before the institution of formal proceedings<br />

in 1,190 A. F. of L. cases, or 52 percent of all complaint cases<br />

closed. Similarly, the Board settled 52 percent, or 1,395, of all the<br />

closed cases of C. I. 0. affiliates. In 40 percent of the cases of unaffiliated<br />

unions, compliance was secured with the act. The percentage<br />

for the similar category of cases filed by individuals was 33.4.<br />

The regional directors refused to issue complaints in 17.1 percent<br />

of all A. F. of L. cases disposed of during the year as against 15.8<br />

percent for C. I. 0. cases, 26.7 percent for cases of unaffiliated unions,
