These opportunities yield positive financial benefitsto local governments through lower operating costs and can enhance community perceptionof the effective management of financial and environmental resources by publicofficials. Chapter 18 provides examples of local government initiatives in the area ofbuilding design.

Local governments around thecountry are building facilities that integrate these factors while meeting functional requirements,operating cost-effectively, and providing occupants an improved work environment.When municipal project managers are informed about and understand the benefits ofpassive solar design principles, it enhances the design team’s efforts to utilize these principlesin local government construction projects. In addition, the cooperation of local governmentdepartments in addressing siting issues for optimum solar access or otherpotential policy or regulatory issues will help ensure success.A local government’s adoption of life-cycle cost analysis for construction projects will alsohelp the design team convey the benefits of design and material innovations that may benecessary to gain long-term energy cost savings and potential gains in occupant satisfactionand productivity..L O CAL A C T I O N S.➤Valmeyer, Illinois, and Pattonsburg, Missouri, two Midwestern towns that are rebuildingafter major floods in August, 1993, have embraced passive solar design concepts for residentialand municipal buildings. Through a state and federal educational effort, localresidents in Valmeyer learned about the value of this approach. The state Department ofEnergy and Natural Resources provided design assistance to residents to implementsuper insulation and passive solar features with high-efficiency heating and cooling systems.As a result, 40 percent of Valmeyer’s new homes are being built to stringent standardsand are predicted to have annual heating bills of less than $200. Valmeyer’smunicipal/emergency services building is a model passive solar building, designated as
