Future plansin Portland include standards for using recycled aggregates in public works projects,thereby completing the recycling loop.➤In compliance with the state of New Jersey’s 1987 recycling law, Passaic County, NewJersey, requires commercial and government contractors to recycle waste materialsgenerated during construction and demolition. To facilitate cooperation with thisrequirement, the Clean Builders Association of Passaic County educates contractorsabout recycling issues and serves as a resource for the county. Rather than merely promotingthe county’s mandate, the association emphasizes incentives for compliance,such as reductions in landfill use and associated fees.➤The Triangle J Council of Governments in Research Triangle Park, North Carolinaestablished a Construction and Demolition Waste Task Force in 1993. The task force ismade up of 33 members representing state and local governments, architects, builders,developers, and recycling companies. Its mission is to initiate, encourage, and coordinateefforts to reduce, reuse, and recycle construction and demolition waste in theregion. So far, the task force has produced two publications to assist builders: a guideto construction and demolition waste recycling, and WasteSpec: Model Specifications forConstruction Waste Reduction, Reuse, and Recycling, a manual for architects and engineers.The manual contains model specification language, a checklist of 135 materialstypically found in demolished buildings, a model waste management plan, informationon estimating recycling costs, and additional green building resources.➤Orange County, Florida, opened the Orange County Community Distribution Center(OCCDC) in 1993. Launched with private-sector technical support, the center distributesrecycled building materials to non-profit organizations in the community. Thecenter also trains county inmates in marketable skills related to the handling and sortingof recycled materials. In 1994 alone, the center’s operations diverted over $600,000worth of materials from local landfills and reused these materials in the community.➤Habitat for Humanity International has set up several community recycling centersaround the country, called Habitat for Humanity Re-Stores, that recycle doors, windows,sinks, and other building-related materials and products. Profits from this activity areused to fund new home projects. In 1994, the Austin, Texas, Re-Store diverted 300 tonsof usable materials from local landfills, and generated enough sales to build 31 homes.➤The city of San Diego, California, Ridgehaven Green <strong>Building</strong> renovation projectrequires the contractor to follow specific environmental procedures during demolitionand construction. Project guidelines call for cleaning, ventilation, and protection proceduresto prevent contamination of the new heating, ventilating, and air-conditioning(HVAC) system and interior space; use of environmentally sensitive building products,non-toxic cleaning materials, and least-toxic pest-control methods; and reuse or recyclingof demolition and construction refuse.
