andom basis or upon receipt <strong>of</strong> specificcomplaints.1.3 <strong>The</strong> above preliminary findings were notentirely satisfactory and had prompted the need forexamining the issue in more details. <strong>The</strong>refore, in orderto examine whether there were any deficiencies in theFSD's relevant existing procedures and guidelines, theCommissioner <strong>of</strong> Administrative Complaints (COMAC), byvirtue <strong>of</strong> his authority vested in Section 7(1) (b) <strong>of</strong> theCQMAC Ordinance (Cap. 397), had completed aninvestigation into the EVAs and FSIs and equipment inpublic and private building developments in <strong>Hong</strong> <strong>Kong</strong>.PURPOSE AND AMBIT OF THEINVESTIGATION1.4 <strong>The</strong> specific purposes <strong>of</strong> this investigationwere to establish -(a) whether the existing procedures governingthe provision <strong>of</strong> EVAs and FSIs andequipment were adequate for the protection<strong>of</strong> life and property in both public andprivate buildings; and(b) whether the existing monitoring mechanismwas adequate and effective in ensuringthat these fire safety devices could anddid fulfil the functions expected <strong>of</strong> themin the land grants and/or building plans.INVESTIGATION1.5 In the course <strong>of</strong> the investigation, relevantpapers, case files and statistical data were provided tothe Investigation Officers <strong>of</strong> this Office for examinationand analysis by the FSD and the following organisations -(a) Planning, Environment and Lands Branch(PELB).<strong>of</strong> Government Secretariat.(b)(c)Housing Department (HD).Buildings Department (BD).(d) Lands Department (Lands D),- 2 -
