inspection, the FSD will issue Fire Services Certificatesif the results are satisfactory.Maintenance <strong>of</strong> FSIs and Equipment in PHEs5.20 <strong>The</strong> HD's Maintenance Division is responsiblefor regularly checking and maintaining FSIs and equipmentin the PHEs. <strong>The</strong> fire services equipment/installationsmaintained by the HD include portable fire extinguishers,hydrant/hosereel systems, dry riser systems, street firehydrants, sprinkler systems, fire services pumps, firedetection and fire alarm systems, fixed carbondioxide/BTM systems in transformer rooms and fire stationlinks. Comprehensive routine maintenance and repairs arearranged for all these installations through three fireservices term maintenance contracts, each <strong>of</strong> them takingcare <strong>of</strong> the fire services maintenance works for theHousing Authority properties in a prescribed geographicregion.5.21 Routine maintenance, which includes inspection,testing and servicing, is carried out in accordance withan annual works programme agreed with the maintenancecontractors. Minor defects found on routine maintenanceare repaired by contractors within one week. For majordefects causing shutting down <strong>of</strong> fire services systems,the contractors are required to have them rectifiedwithin an agreed v shut down period', the duration <strong>of</strong>which depends on the nature and extent <strong>of</strong> the defects.Upon completion <strong>of</strong> the maintenance and subsequent repairworks, the contractors forward a Certificate <strong>of</strong>Maintenance to the FSD as required by the Fire Services(Equipment and Installation) Regulation. <strong>The</strong> HD has laiddown detailed procedures and requirements regarding thefrequencies and activities <strong>of</strong> routine maintenance for thevarious fire services systems and facilities in the PHEs.Plans for Improving the Existing Provision for FSIs andEquipment5.22 As mentioned in para. 4.55 in Chapter 4 above,following the fire in Yue Wan Estate in July 1995, aninter-departmental working group (WG) was established byboth the FSD and HD to, ins<strong>of</strong>ar as FSIs and equipmentwere concerned, improve fire safety measures, especiallyamong the older estates.
