Annex XIPaper on Practice In Maintenance <strong>of</strong> Fire Fighting Facilitiesin Public Housing EstatesGeneral1. <strong>The</strong> fire services equipment/installations maintained by the HousingDepartment (HD) include portable fire extinguishers, hydrant/hosereei systems,dry riser systems, street fire hydrants, sprinkler systems, fire services pumps, firedetection and fire alarm systems, fixed carbon dioxide/BTM systems intransformer rooms and fire station links. Comprehensive routine maintenanceand repairs are arranged for all these installations through three fire services termmaintenance contracts, each <strong>of</strong> them taking care <strong>of</strong> the fire services maintenanceworks for Housing Authority (HA) properties in a prescribed geographic region.2. <strong>The</strong> contractors employed under these contracts are Fire ServicesContractors registered with the Fire Services Department (FSD). <strong>The</strong>maintenance and repair works they provide are in compliance with all relevantstatutory requirements. HD conducts regular contract coordination meetingswith the contractors to monitor their performance as well as progress <strong>of</strong> work.<strong>The</strong>ir performance is also monitored by the Department's Building ServicesContractors Review Committee. Disciplinary actions will be taken againstcontractors with adverse performance by the FSD and HD as required.3. HD's annual expenditure for maintenance and repair <strong>of</strong> fire servicesinstallations and equipment is $22MRoutine Maintenance4. Routine maintenance, which includes inspection, testing and servicing,is carried out in accordance with an annual works programme agreed with themaintenance contractors. FSD will be informed in advance <strong>of</strong> the routinemaintenance works. All materials used by the contractors for servicing andreplacement purposes are approved by HD. Minor defects found on routinemaintenance are repaired by contractors within one week. For major defectscausing shutting down <strong>of</strong> fire services systems, the contractors are required
