- 6 -Source ofReferenceAccess for Fire Appliances4.5 For redevelopments of comparatively higher fire and/or life risk, i.e. those referred to in para. 3.1.4 to 3.1.10, the provisionof emergency access shall be as specified therein. However, ifthe processing officer considers that there are circumstancesjustifying individual consideration, he should make hisrecommendations accordingly.4.6 Underground development within private lot boundaries are notuncommon in Hong Kong. There are however, some types ofunderground developments, such as shopping and carparking, whichextend beyond private lot boundaries into areas beneath publicroads or other Government land. Under the circumstances, itseems rather difficult to identify whether these type and natureof underground developments are in 'virgin' or 'redevelopment*areas. With a view to demarcating the areas ofresponsibilities, Fire Protection Bureau will be responsible for(dealing with all underground development of commercialfacilities extending beyond private land* Notwithstanding this,Fire Services Headquarters Planning Group should be consulted onaccess and water supplies whenever necessary.5. Interpretation5.1 "Commercial Building 11 means a building used wholly or in partfor the purpose of the following :-5.1.1 Banks;5.1.2 Garages and carparks run as a commercial enterprise notcar repairing;5.1.3 Offices;5.1.4 Restaurants;5.1-5 Shops.5.2 "Composite Building" means a building which is a combination ofdomestic buildings, commercial buildings, institutionalbuildings, hotels, places of public assembly but specificallyexcluding industrial and godown buildings and special and otherrisks.5«3 "Domestic Building" means a building used solely for the purposeof habitation (may have residential car ports/parks on lowerfloor/s)5-4 "High Rise Building" means a building in which the floor of theuppermost storey is at a height of 30 m or more above a point ofdischarge of a staircase to a place of ultimate safety.5.5 "Hotel 11 means a building used wholly or in part primarily forthe purposes of accommodation on a commercial basis./P. 7 ...
