For FSIs and equipment in buildings under itsmaintenance, the Arch SD manages contracts in regularlyservicing, testing and maintaining the installations inaccordance with FSD requirements.3.58 Insofar as the maintenance of EVAs isconcerned, it is the responsibility of the management ofthe buildings concerned to ensure that EVAs in theirbuildings should be free from obstruction at all times.HKHS3.59 The HKHS is an independent non-profit-makingorganisation which provides affordable, purpose-builtflats. Apart from the Hong Kong Housing Authority, theHKHS designs, constructs and manages a large number ofestates and projects including rental housing estates inHong Kong. With such heavy housing commitments, the HKHShas an important and undisputed responsibility ofmaintaining all these properties in safe and soundconditions, and of upkeeping them in order to meet therelevant government regulations and requirements.Insofar as the provision, inspection and maintenance ofEVAs and FSIs and equipment are concerned, this formspart of the HKHS's many ongoing maintenance programmes.Estates Built Before 1980 - EVAs3.60 A large number of the HKHS's rental estateswere built before 1980. However, as the provision ofEVAs was not a mandatory requirement prior to thatparticular year, there was therefore no requirement atthat time for the HKHS to provide EVAs in these oldestates. After the fatal fire in Yue Wan Estate, the FSDhad conducted a territory-wide survey to cover all thePHEs including those managed by the HKHS on EVAs and FSIsand equipment matters. A total of 19 housing estatesunder the management of the HKHS were visited, andobstructions to EVAs by various means were found duringsome of these visits* Recommendations for improving theEVAs in these housing estates had been made by the FSDand subsequently been accepted by the HKHS for- 27 -
