(I)EVAS(a) there is a lack of statutory requirementfor the provision of EVAs for buildingdevelopments;(b)the FSD does not have a regular programmein place for inspecting EVAs in privatebuilding developments;(c) enforcement of the present EVA guidelinesregarding the NTEHs is not withoutdifficulty as the interpretation of theseguidelines may be open to disputes;(d)the resumption of private streets for thepurposes of, amongst others, improvingfire safety measures remains a difficultproblem;(II) FSIS(e) the present FSD's control and supervisionof the performance of FSI contractors arenot wholly adequate and satisfactory;(f) apart from the Fire Safety (CommercialPremises) Bill which requires commercialpremises of specific types with a totalfloor area exceeding 230 m 2 to upgradetheir fire safety measures, there are noother legislative proposals for similarimprovements in respect of other buildingdevelopments; and(g)the FSD does not have a regular programmein place for inspecting FSIs and equipmentin all building developments by itsofficers.Recommendations30. This Office has made a total of 24recommendations for consideration by the Administration(many of these recommendations would entail the jointefforts of relevant government departments in theirimplementation) -- 11 -
