Building Management Coordination Committee (BMCC) andLists <strong>of</strong> Target Buildings (TBs) in Districts3.50 BMCCs were first established in 1985 for thepurposes <strong>of</strong>, inter alia, identifying and examininggeneral/specific building management and related problemsin the TBs and making recommendations for rectification.Over the past 9 years, 9 such committees have been set upin 9 urban districts which include Yau Tsim Mong,Eastern, Wan Chai, Central and Western, Kowloon City,Kwai Tsing, Tsuen Wan, Kwun Tong and Shamshuipo. <strong>The</strong>BMCCs at Kwai Tsing and Tsuen Wan deal with industrialbuildings only. So they are also called the ''IndustrialBuilding Management Coordination Committee" (IBMCC). <strong>The</strong>BMCC at Kwun Tong and Shamshuipo deal with both theresidential and industrial buildings. <strong>The</strong> others dealwith residential and commercial buildings.3.51 Each BMCC is chaired by the respective DistrictOfficer and comprises staff <strong>of</strong> the Building ManagementCoordination Team (BMCT) and representatives from anumber <strong>of</strong> government departments which have specificresponsibilities in enforcing the various legislationrelating to building management. <strong>The</strong> terms <strong>of</strong> referenceand membership <strong>of</strong> the district BMCC or IBMCC arereproduced at Annexes XVII & XVIII respectively forreference.3.52 A BMCC is responsible for identifyingproblematic buildings for inclusion into a list <strong>of</strong> TBs.One <strong>of</strong> the purposes <strong>of</strong> drawing up such a list is for theBMCC to advise and assist management bodies <strong>of</strong> such TBsto improve their management standards through concertedefforts <strong>of</strong> the concerned government departments.3.53 One <strong>of</strong> the criteria used in identifyingproblematic buildings for their inclusion into the list<strong>of</strong> TBs relates to fire safety considerations, e.g. apossibility <strong>of</strong> fire hazard due to obstructions or substandardFSIs and equipment. <strong>The</strong> full criteria are atAnnex XIX.3.54 Most <strong>of</strong> the TBs were built in the late 1970sand early 1980s and were equipped with comparatively nonsophisticatedFSIs and equipment or with no FSIs andequipment at all in accordance with the legislativerequirements prevailing at that time.
