- 5 -Source ofReferenceAccess for Fire Appliances4. Access Generally4.1 The subject of access for Fire Appliances has been discussedwith Crown Counsel, Messrs, Clancy and Evans. They have advisedthat the Fire Services Ordinance (Cap. 95), Part I,"Interpretation of Fire Services Installation or Equipment 11means any installation or equipment manufactured, used ordesigned to be used for the purposes of :-4.1.1 extinguishing, attacking, preventing or limiting a fire;4.1.2 giving warning of a fire;4-1.3 providing access to any premises or place for thepurpose of extinguishing, attacking, preventing orlimiting a fire;cannot be cited as grounds to decline issue of a Certificate tothe Building Authority as per Section 16 of the BuildingsOrdinance.4.2 Accordingly, any and all plans received must be dealt with onlyin terms of the requirements of Section 16 of the BuildingsOrdinance with regard to the issue of a Certificate (F.S.I. &equipment in accordance with current code of practice.)4.3 With regard to problems of access to the premises we will stillexamine same and satisfy ourselves that they are compatible andadequate with regard to the structure,M.23 & M.24in FPB/311/11II(47) & (48)in FPB/311/114.4 In the event that the provision of emergency vehicular accessfor redevelopment of domestic or commercial or combination ofdomestic and commercial use cannot meet the requirements atparagraphs 3.1.1, 3.1.2 and 3.1.3 above due to topographicalconstraints along stepped street or similar situations, we willinform both the Authorized Person, when formulating the F.S.requirements (letter), and B-D. (memo) in writing that :-4.4.1 the provision of EVA cannot meet the criteria asstipulated in FSD Circular Letter, and4.4.2 additional F.S.I, requirements are formulated to enhancethe fire safety standard of the building in pursuance ofparagraph 1.3 of the current Code of Practice forMinimum Fire Service Installations and Equipment*Should the redevelopment result in a building differing inheight, design, type or intended use from buildings previouslyexisting on the same site, it will be brought to the attentionof the Buildings Department via the same memo mentioned above./P • o. •»•
