equiring the provision <strong>of</strong> EVAs forredevelopments in old areas, such aproblem cannot be resolved by meetings <strong>of</strong>the District Land Conferences.(x) Because <strong>of</strong> the unique features <strong>of</strong> theNTEHs, the provision <strong>of</strong> EVAs for suchhouses remains a distinct issue <strong>of</strong> itsown. Under the present practice, EVAsshould be provided to 'large' developmentseach comprising ten houses or more.However, as regards x smaller' developmentseach comprising less than ten houses,there exists a loophole for exploitationbecause no EVAs are required to beprovided for such developments and, at thesame time, no FSIs and equipment are alsorequired to be provided there for NTEHsare normally <strong>of</strong> 3-storey high.(y)(z)Most EVAs are themselves public roads, andare not physically marked (e.g. on theroad surface) as such. This isunderstandable. However, in the case <strong>of</strong>EVAs located within PHEs or privatecomplexes, it would help to eliminateobstructions particularly inadvertent onesif the designated EVAs are clearly markedwith easily observable markings.It is noted that the FSD has sought andsubsequently obtained additional resourcesfrom the Administration for setting up adedicated unit to cope with the extraworkload arising from the proposedenhancement <strong>of</strong> FSIs and equipment incommercial premises with a long termobjective to step up inspections to FSIsand equipment in other types <strong>of</strong> buildings.As far as EVAs are concerned, there is asyet a proposal to set up a similardedicated inspection team within the FSD.- 95 -
