5FSIs - POLICIES,ENFORCEMENTAND RELATED MATTERSPOLICIES5.1 <strong>The</strong> FSD is charged with responsibilitiesrelating to fire safety. <strong>The</strong>se include the setting <strong>of</strong>requirements for, and the subsequent inspection andcertification <strong>of</strong>, FSIs and equipment. <strong>The</strong> FSDcertification <strong>of</strong> FSIs and equipment is required under theBO as part <strong>of</strong> the process leading to the issue <strong>of</strong> anoccupation permit for a new building. Under Section 2 <strong>of</strong>the FSO, *fire service installation or equipment' meansu any installation or equipment manufactured, used ordesigned to be used for the purposes <strong>of</strong> -(a) extinguishing, attacking, preventing orlimiting a fire;(b) giving warning <strong>of</strong> a fire;(c) providing access to any premises or placefor the purpose <strong>of</strong> extinguishing,attacking, preventing or limiting a fire."5.2 Before 1964, building plans were not requiredto be submitted to the FSD for examination and approval.However, in 1964, Section 16(1) (b) was added to the BO,Cap. 123 thereby making it a statutory requirement forthe examination and approval <strong>of</strong> FSIs and equipment by theFSD in respect <strong>of</strong> new buildings. <strong>The</strong> full text <strong>of</strong> thispiece <strong>of</strong> legislation is in para, 4.10 in Chapter 4 above.<strong>The</strong> Fire Services Certificate referred to under thisSection is X F.S. 161' (sample at Annex XXXX).-59 -
