2.9 In vetting development proposals, the PlanningGroup will ensure that the proposal is viable from a firesafety point of view in that the development is providedwith suitable EVAs and adequate fire fighting watersupply. In addition, the Planning Group will also dealwith matters related to the provision of resources,current or future, up to and including the stage of theapproval of the case/proposal, and obtaining the approvedresources.2.10 Should events dictate that the policy on, orthe level of existing resources require change, eitherincrease or decrease, the matter will again be referredto the Planning Group for consideration and processinguntil formal approval status is again reached and theresource modified.Organisation, Strength and Establishment2.11 The Planning Group comprises one SeniorDivisional Officer, two Divisional Officers, 4 AssistantDivisional Officers, 4 Senior Station Officers and aDraughtsman. An organisational chart of the PlanningGroup is at Annex III.FPBSpecific Areas of Responsibilities2.12 The FPB is responsible for the legislativecontrol of dangerous goods and timber stores, abatementof fire hazards .in general, registration of FSIcontractors, formulation and inspection of fire safetymeasures in buildings. It also advises relevantstatutory authorities and the public on fireprotection/prevention and promotes public awareness offire safety. Their work therefore involves mainly -(a) licensing storage/manufacture of Category2 (other than LPG) to 10 dangerous goods,storage of timber and vehicles forconveyance of Categories 2 (other thanLPG) and 5 dangerous goods;(b) investigation of complaints aboutdangerous goods (other than LPG) and fire- 6 -
hazards and initiating law enforcementaction;(c) registration of fire service installationcontractors;(d) vetting and certification of buildingplans in respect of provision of FSIs andequipment;(e) ensuring the provision and propermaintenance of FSIs and equipment inbuildings;(f) vetting and approval of portable firefightingequipment;(g) inspection of fire safety in schools,child care centres, food premises andplaces of public entertainment;(h) inspection of ventilating systems inlicensed premises;(i)inspection of hospitals and clinics; and(j) giving lectures and advisory services onfire safety.Organisation, Strength and Establishment2.13 The FPB is under the command of the Chief FireOfficer (Protection) who is assisted by a Deputy ChiefFire Officer.
