EVAs - POLICIES,ENFORCEMENTAND RELATED MATTERSPOLICIES4.1 <strong>The</strong> purpose <strong>of</strong> an EVA is to assist the FSD inthe carrying out <strong>of</strong> fire fighting and rescue operationsin the event <strong>of</strong> a fire or other emergency.4.2 Prior to 1964, building plans were not requiredto be submitted to the FSD for approval and it was notuntil 1980 that the provision <strong>of</strong> EVAs to new buildingswas made a mandatory requirement for certain types <strong>of</strong> butnot all developments (para. 4.4 below). Between 19G4 and1980, the FSD's policy, which was advisory in nature, wasthe provision <strong>of</strong> an EVA to one face <strong>of</strong> the building.4.3 After 1980, agreement was reached with the thenCrown Land and Survey Office to include an 'Access forFire Services Appliances and Personnel' clause in thelease document <strong>of</strong> all developments. A copy <strong>of</strong> thestandard clause is in Annex XXIII. However, this clausecannot be applied to redevelopments unless there is achange in scope or lease conditions.EVA Requirements4.4 <strong>The</strong> FSD has since 1980 formulated a set <strong>of</strong> morecomprehensive departmental policies and requirements withregard to the provision <strong>of</strong> accesses for fire appliancesin various types <strong>of</strong> building developments. <strong>The</strong>serequirements, which have been revised from time to timeas necessary, are applied across the board, and there isno difference in standard for public and private- 30 -
