-2-9. Whenever possible, papers should be submitted to BS/TA by midday on thepreceding Wednesday so that the attendance of invitees can be arranged.Building Committee II (BC II) Procedures10. BC II considers matters relating to plan processing policy, interpretation andimplementation. Cases are presented by CBSs (and occasionally CSEs or their nominee).11. BC II follows on from BC I on Tuesday mornings.12. Urgentcases can be raised without prior notice.Case Papers and Records14. To allow adequate time for sequential action, papers should be prepared sothat cases can be considered at BC not less than 10 clear days before the expiry of theprescribed period for plan processing. Fundamental matters should be tabled at the earliestopportunity.15. BC I case papers should be concise. Attachments should be avoided but whena document, such as an AP's justification, is included, its content should be summarized inthe paper. Background information can be more conveniently amplified during the meeting,when members have the benefit of viewing plans and other documents. Where there is morethan one recommendation the Background/Argument material should follow the samesequence as the recommendations. Appendix A illustrates the format to be followed.16. At BC I and n, the secretary notes the salient points of discussion, which arerecorded with the advice given. BC records represent an on-going reflection of planprocessing policy and interpretive development17. Case papers are typed 1 onto 'floppy disks 1 which should be handed to TS/B f spersonal secretary together with hard copies for distribution.cont'd/.
