possible means of, enhancing the firesafety measures in such buildings.(4) The FSD should draw up a regular programmefor inspecting EVAs for private buildingsand those located within privateresidential/commercial complexes in amanner similar to that for the PHEs. Ifnecessary, the FSD should review itsexisting staffing requirements and seekadditional resources to cope with theextra workload arising from theimplementation of this programme.(5) The FSD should regularly review the EVArequirements in respect of the differenttypes of buildings in order to keep pacewith the rapid developments in the localbuilding industry as well as the changingtown planning requirements in Hong Kong.(6) The FSD should liaise with the HD, theHKHS and, where appropriate, themanagement of the private buildingdevelopments for the purposes of advisingand assisting them in delineating andmarking the respective designated EVAs(e.g. with easily observable markings).(7) The PSRC (set up under the Home AffairsDepartment (HAD)) should look harder intovarious means of resolving EVA problems inprivate streets, particularly those whichbecause of compensation relatedconsiderations, have been deleted from therelevant resumption programme.(8) The Building Management Co-ordinatingCommittees (set up under the HAD to coordinateprivate and Government efforts intackling management problems identified intarget buildings) should strengthen theircoordinating efforts on eliminating firehazards inside the target buildings withintheir respective districts and alsoassisting the owners concerned in properlymaintaining their FSIs and equipment.- 13 -
