4.58 The WG also agreed that all improvement workswould be carried out in four phases, prioritized mainlyaccording to the 'age' of the buildings -Phase 1 - Yue Wan Estate and some blocks in sixother estates (Valley Road, Shek KipMei, Jordan Valley, Yau Tong, Wo Lokand Upper Wong Tai Sin Estates) builtbefore 1973 and not accessible byfire services appliances.Phase 2— other estates built before 1973Phase 3 - estates built between 1973 and 1980Phase 4 - estates built after 19804«59 In respect of the Phase 1 improvement works,the construction of two new EVAs and an additional streetfire hydrant in Yue Wan Estate commenced in January 1996and completed in April the same year. The building planfor the additional EVA in Valley Road Estate was approvedby the FSD and work has started in February the sameyear. Details of the progress of other improvement worksin respect of the Phase 1 estates, as extracted from theWG's Second Quarterly Progress Report as at 31.1.1996, isat Annex XXXVI.4.60 As for the Phases 2 f 3 & 4 improvement works, aconference approach has been adopted for the review ofthe adequacy of the EVAs. The detailed review is carriedout by a sub-group of the WG at the working level of theFSD and HD. The review covering all the 157 rentalhousing estates of the HD was completed. Bothdepartments reached a preliminary agreement on therequirements and possible improvement works for theseestates. The improvement works mainly cover improvementto existing EVAs or provision of new EVAs. Inadequacy ofEVA, if cannot be overcome due to physical constraints,will be supplemented by other FSI improvements (paras.5.22 - 5.25 below). HD project officers are now activelypursuing with the works programmes in consultation withthe FSD.
