managed commercial complexes and marketson public safety grounds.(17) The HD should continue to monitor theadequacy of fire safety measures in theTHAs (which have been excluded from thescope of study undertaken by the InterdepartmentalWorking Group mentionedabove) with a view to making improvementswhere necessary.(18) The HD should ensure that the field staffof the private estate management companiesemployed under HD's privatisation schemeshould be equipped with the necessary firesafety training and knowledge.(III)FSI Contractors(19) The FSD should strengthen its randomchecks on the performance of the FSIcontractors in order to ensure the bestperformance standards from thesecontractors.(20) The FSD should review the existing levelsof penalties in respect of the offencesunder the Fire Service (InstallationContractors) Regulations with a view toachieving adequate deterrent effect.(IV) Code of Practice on Inspections and Testing ofInstallations and Equipment(21) The FSD should specify more clearly, inthe Code of Practice on Inspections andTesting of Installations and Equipment,which party should be responsible foractually carrying out the inspections andtests for the various types of FSIs andequipment when it next reviews and amendsthe document.- 110 -
