On account <strong>of</strong> <strong>the</strong> reluctance <strong>of</strong> individual colleges to agree to surveying, DSPR and <strong>the</strong> RIT arenegoti<strong>at</strong>ing for voluntary university wide administr<strong>at</strong>ions <strong>of</strong> <strong>the</strong> survey, to happen in l<strong>at</strong>e 2013.O<strong>the</strong>r <strong>Defence</strong> establishmentsDSPR has developed a program to administer <strong>the</strong> Unacceptable Behaviour survey annually to:• All ADFA and RMC Duntroon personnel• All ADF and APS members who have been <strong>at</strong> <strong>Defence</strong> for less than one year• 15-20% <strong>of</strong> all <strong>Defence</strong> members who have been in <strong>Defence</strong> for over one year.This will allow it to administer <strong>the</strong> surveys once a year, and collect inform<strong>at</strong>ion rel<strong>at</strong>ing to initial recruittraining establishments, initial employment training establishments, and whole <strong>of</strong> <strong>Defence</strong>.DSPR notes th<strong>at</strong> this approach will allow it to:• Make comparisons <strong>at</strong> a certain point in time (i.e. ‘in <strong>the</strong> 12 months up to October 2013...’)• Consider aggreg<strong>at</strong>e levels (e.g. all IRT or perhaps all training establishments vs. whole <strong>of</strong><strong>Defence</strong>)• Tailor comparisons to <strong>the</strong> domains in common between establishments (e.g. focusing <strong>the</strong>comparisons <strong>at</strong> residential domains)• Build d<strong>at</strong>asets rel<strong>at</strong>ing to a particular unacceptable behaviour for all <strong>Defence</strong> establishmentsand (if sufficient d<strong>at</strong>a) undertake more sophistic<strong>at</strong>ed analysis on <strong>the</strong> response and reactionsto th<strong>at</strong> behaviour• Compare each establishment over time. 19This is a very welcome development and <strong>the</strong> Audit congr<strong>at</strong>ul<strong>at</strong>es DSPR on <strong>the</strong>se efforts.Recommend<strong>at</strong>ion 27: In order to record, track and managecomplaints and incidents, ADFA develop and maintain, through<strong>the</strong> ADF inform<strong>at</strong>ion system, a comprehensive, accur<strong>at</strong>e and upto-d<strong>at</strong>eonline incident d<strong>at</strong>abase. This d<strong>at</strong>abase should identify allrelevant inform<strong>at</strong>ion rel<strong>at</strong>ing to individual complaints and incidents<strong>of</strong> unacceptable conduct, including sexual harassment, abuse andassault and sex discrimin<strong>at</strong>ion, including:a) name <strong>of</strong> complainant(s)b) name <strong>of</strong> respondent(s)c) d<strong>at</strong>e, details and n<strong>at</strong>ure <strong>of</strong> complaint/incidentd) all steps taken in responding to and managing <strong>the</strong> complaint/incident, including <strong>the</strong> Quick Assessment Brief and all o<strong>the</strong>rdocument<strong>at</strong>ion and reports required under <strong>the</strong> relevantInstruction (e.g. reports to <strong>Defence</strong> Fairness and Resolution)Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 109
