• More live-in accommod<strong>at</strong>ion for staff on <strong>the</strong> ADFA/RMC Duntroon grounds is not possible <strong>at</strong>this time.• A set <strong>of</strong> principles ‘addressing <strong>women</strong>’s security and safety and promoting <strong>the</strong> betterengagement between staff and cadets in <strong>the</strong> residential setting’ (as per Recommend<strong>at</strong>ion21 c)) has not been developed. Not engaging in this area is particularly concerning giventh<strong>at</strong> <strong>the</strong> 2012 Unacceptable Behaviour Survey shows th<strong>at</strong> more unacceptable behaviourwas experienced in <strong>the</strong> residential domain than any o<strong>the</strong>r, and th<strong>at</strong> 45.3% <strong>of</strong> <strong>women</strong> and19.8% <strong>of</strong> men had experienced unacceptable behaviour in <strong>the</strong> residential domain in <strong>the</strong> last12 months. 2The Audit’s findings in respect <strong>of</strong> each recommend<strong>at</strong>ion follow.Recommend<strong>at</strong>ion 19: As a priority, ADFA instruct an Occup<strong>at</strong>ionalHealth and Safety specialist to conduct a risk assessment <strong>of</strong> <strong>the</strong>residential accommod<strong>at</strong>ion, including b<strong>at</strong>hrooms, to identify <strong>the</strong>existence and level <strong>of</strong> risk to cadets arising from mixed gender livingarrangements. ADFA should implement <strong>the</strong> recommended riskminimis<strong>at</strong>ion str<strong>at</strong>egies arising from this assessment.Intent <strong>of</strong> Recommend<strong>at</strong>ionThere is a need for fur<strong>the</strong>r and better assessment <strong>of</strong> <strong>the</strong> risks which arise within ADFA’s residentialsetting, particularly for young <strong>women</strong>. There is also a need to develop and implement appropri<strong>at</strong>e riskmanagement str<strong>at</strong>egies. 3Implement<strong>at</strong>ion actionsADFA organised for <strong>the</strong> AFP to conduct a risk and crime assessment <strong>of</strong> <strong>the</strong> ADFA grounds. The tool th<strong>at</strong><strong>the</strong> AFP used was called <strong>the</strong> Crime Prevention Through Environmental Design (CPTED) str<strong>at</strong>egy. 4The CPTED is described as:a situ<strong>at</strong>ional crime prevention str<strong>at</strong>egy th<strong>at</strong> focuses on <strong>the</strong> design, planning and structure <strong>of</strong>cities and neighbourhoods. It aims to reduce opportunities for crime by employing design andplace management principles th<strong>at</strong> minimise <strong>the</strong> likelihood <strong>of</strong> essential crime ingredients fromintersecting in time and space. 5This str<strong>at</strong>egy employs a pro-forma checklist th<strong>at</strong> examines 100 areas within seven groupings(surveillance, lighting/technical supervision, territorial reinforcement, environmental maintenance, activityand space management, access control, and design, definition and design<strong>at</strong>ion <strong>of</strong> space) and assesseseach as good or bad, <strong>the</strong>n interprets <strong>the</strong> results through a risk m<strong>at</strong>rix to arrive <strong>at</strong> a r<strong>at</strong>ing. 6The report r<strong>at</strong>ed ADFA as a low-moder<strong>at</strong>e crime risk, and its recommend<strong>at</strong>ions included <strong>the</strong> install<strong>at</strong>ion<strong>of</strong> additional lighting and CCTV, and more engagement with police, security and maintenance workers. 7Similar recommend<strong>at</strong>ions were made by <strong>the</strong> Base Security Improvement Project, and work is beingdone on implementing <strong>the</strong>se. 8Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 81
