But it is good th<strong>at</strong> <strong>the</strong>y are <strong>the</strong>re.’ 39In <strong>the</strong> Audit’s focus groups and interviews, ambivalent responses to <strong>the</strong> RSO scheme were more likelyto come from male undergradu<strong>at</strong>es, however positive feedback about RSOs came from both <strong>women</strong>and men.Some undergradu<strong>at</strong>es spoke positively <strong>of</strong> <strong>the</strong> scheme in general, while st<strong>at</strong>ing th<strong>at</strong> getting volunteerswould continue to be difficult on account <strong>of</strong> an ‘ADFA f<strong>at</strong>igue’. One undergradu<strong>at</strong>e suggested th<strong>at</strong> afterspending three years in divisional accommod<strong>at</strong>ion, most undergradu<strong>at</strong>es would be ready to move on:‘Why would you be an RSO when you could have your own house and kitchen and drinks whileyou study?’ 40Ano<strong>the</strong>r common belief was th<strong>at</strong> fur<strong>the</strong>r work was needed in order to achieve wh<strong>at</strong> <strong>the</strong> schemeintended. One staff member said th<strong>at</strong> ‘I don’t think it’s fully <strong>the</strong>re yet. Some <strong>of</strong> <strong>the</strong> problems <strong>the</strong>y hadare because it’s a volunteer system, so you may not always be getting <strong>the</strong> best individuals to do it.’ 41A current undergradu<strong>at</strong>e said th<strong>at</strong> ‘for it to work as a system it needs to be a lot more clearly laid out, onwh<strong>at</strong> <strong>the</strong>ir roles are, and to prove <strong>the</strong>y are within <strong>the</strong> Academy.’ 42 Ano<strong>the</strong>r undergradu<strong>at</strong>e spoke <strong>of</strong> <strong>the</strong>need for gre<strong>at</strong>er understanding <strong>of</strong> <strong>the</strong> role <strong>the</strong> RSOs occupied, noting th<strong>at</strong> ‘it took a long while for <strong>the</strong>first years to be comfortable to talk to her, just because <strong>of</strong> <strong>the</strong> rank.’ 43Staff confirmed th<strong>at</strong> <strong>the</strong>re have been challenges organising payments and meeting expect<strong>at</strong>ions, and<strong>the</strong> 2012 RSOs admitted shock about duty st<strong>at</strong>ements, and issues with pay, entitlements, and <strong>the</strong>irrel<strong>at</strong>ionships with some staff. 44 However, <strong>the</strong> RSOs also believed th<strong>at</strong> ADFA’s leadership dealt with <strong>the</strong>irconcerns in good faith, and unanimously reported th<strong>at</strong> <strong>the</strong>y would recommend <strong>the</strong> scheme to o<strong>the</strong>rs.The Audit is also aware <strong>of</strong> a number <strong>of</strong> incidents where RSOs provided important front line advice andsupport to undergradu<strong>at</strong>es.Recommend<strong>at</strong>ion 21: The ADFA Redevelopment Project Committee:a) investig<strong>at</strong>e options for suitable residential accommod<strong>at</strong>ion forDivisional staff within <strong>the</strong> ADFA precinctb) investig<strong>at</strong>e options for spaces within <strong>the</strong> residential settingwhich allow for better interaction between cadets andacademic, medical, support and Divisional staffc) develop a set <strong>of</strong> principles addressing <strong>women</strong>’s security andsafety and promoting <strong>the</strong> better engagement between staffand cadets in <strong>the</strong> residential setting. These principles shouldunderpin <strong>the</strong> future master plan.86
