Chapter 7:ADFA’s Structure andStaffingRecommend<strong>at</strong>ions 11-15Key findings <strong>of</strong> <strong>Review</strong>The <strong>Review</strong> found th<strong>at</strong>:• The high turnover <strong>of</strong> Commandants and military staff has had a significant neg<strong>at</strong>ive impacton ADFA’s leadership stability, continuity and organis<strong>at</strong>ional memory.• The COMDT has limited influence over which staff are posted to ADFA and has limitedengagement with ADF Service Chiefs. ADFA is not considered a prestigious posting forstaff. This has an impact on staff commitment to ADFA and on <strong>the</strong> quality <strong>of</strong> educ<strong>at</strong>ors andtrainers.• The ADF’s three Services need to develop innov<strong>at</strong>ive str<strong>at</strong>egies to <strong>at</strong>tract and retain <strong>the</strong> beststaff. Consider<strong>at</strong>ion should be given to separ<strong>at</strong>ing rank and role to enable recruitment <strong>of</strong> awider pool <strong>of</strong> quality educ<strong>at</strong>ors and positive role models within ADFA. Induction training <strong>at</strong>ADFA does not provide staff with adequ<strong>at</strong>e tools to deal with <strong>the</strong> issues th<strong>at</strong> may arise frommanaging young men and <strong>women</strong>.In summary, <strong>the</strong> findings <strong>of</strong> <strong>the</strong> Audit indic<strong>at</strong>e th<strong>at</strong>:• These recommend<strong>at</strong>ions are in <strong>the</strong> process <strong>of</strong> being implemented but fur<strong>the</strong>r effort is requiredto realise <strong>the</strong>ir full intent.• A formal, regular mechanism has been established to allow engagement between <strong>the</strong> COMDTand <strong>the</strong> ADF Service Chiefs.• The Career Management Agencies (CMA) accept th<strong>at</strong> posting <strong>the</strong> right staff to ADFAis critical, but th<strong>at</strong> <strong>the</strong>ir job requires balancing competing priorities across all trainingenvironments and o<strong>the</strong>r oper<strong>at</strong>ional requirements.46
