Chapter 9:Accommod<strong>at</strong>ion andSupervisionRecommend<strong>at</strong>ions 19-2180Key findings <strong>of</strong> <strong>Review</strong>• High pr<strong>of</strong>ile incidents th<strong>at</strong> occurred in <strong>the</strong> residential accommod<strong>at</strong>ion made accommod<strong>at</strong>ionand supervision an area <strong>of</strong> particular concern to <strong>the</strong> <strong>Review</strong>.• Well supervised residential settings can significantly minimise <strong>the</strong> risk <strong>of</strong> unacceptablebehaviour.• The residential setting <strong>at</strong> ADFA is a complex place, encompassing home, place <strong>of</strong> study andplace <strong>of</strong> work for undergradu<strong>at</strong>es.• Inadequ<strong>at</strong>e supervision <strong>of</strong> cadets had given rise to situ<strong>at</strong>ions where policies and processesaimed <strong>at</strong> fostering gender equality and respectful rel<strong>at</strong>ionships were disregarded.• The 2011 Unacceptable Behaviour (UB) survey found th<strong>at</strong> a high percentage <strong>of</strong>undergradu<strong>at</strong>es (74% <strong>of</strong> <strong>women</strong>, 30% <strong>of</strong> men) had experienced behaviour <strong>the</strong>y foundunacceptable in <strong>the</strong> previous year. 1 The 2011 survey did not ask about where <strong>the</strong> behaviouroccurred, however anecdotal evidence and incident reports suggest th<strong>at</strong> much occurred <strong>at</strong>ADFA.• The <strong>Review</strong> made three recommend<strong>at</strong>ions about accommod<strong>at</strong>ion and supervision, includingconducting an OH&S risk assessment <strong>of</strong> <strong>the</strong> live-in accommod<strong>at</strong>ion, establishing a residentialadvisors scheme, and investig<strong>at</strong>ing options for gre<strong>at</strong>er interaction and safety precautions in<strong>the</strong> accommod<strong>at</strong>ion.In summary, <strong>the</strong> findings <strong>of</strong> <strong>the</strong> Audit indic<strong>at</strong>e th<strong>at</strong>:• The broad crime assessment <strong>of</strong> <strong>the</strong> ADFA grounds conducted in response to <strong>the</strong> <strong>Review</strong>,while not without merit, does not in isol<strong>at</strong>ion address <strong>the</strong> intent <strong>of</strong> Recommend<strong>at</strong>ion 19.• The establishment <strong>of</strong> a Residential Support Officers (RSO) scheme has been a success,however issues <strong>of</strong> <strong>at</strong>traction and resources have thre<strong>at</strong>ened <strong>the</strong> scheme’s continuedexistence.
