Given funding constraints and wh<strong>at</strong> is expected <strong>of</strong> RSOs, ADFA believes th<strong>at</strong> <strong>the</strong> role could only befilled by fourth year, honours or postgradu<strong>at</strong>e students. The <strong>Review</strong> was not prescriptive in this m<strong>at</strong>ter.This is a rel<strong>at</strong>ively shallow pool from which to draw applicants, and has contributed to <strong>the</strong> inability toadequ<strong>at</strong>ely staff <strong>the</strong> scheme in its first two years. While this shallow pool may be an ongoing issue,<strong>the</strong>re are areas th<strong>at</strong> ADFA could address to improve <strong>the</strong> pr<strong>of</strong>ile and <strong>at</strong>tractiveness <strong>of</strong> <strong>the</strong> scheme.For example, many current undergradu<strong>at</strong>es believe th<strong>at</strong> <strong>the</strong> 2012 RSOs had been tre<strong>at</strong>ed unfairly onaccount <strong>of</strong> issues surrounding pay and responsibilities, and <strong>the</strong> scheme was subsequently held in lowregard. 30 The resolution <strong>of</strong> issues surrounding remuner<strong>at</strong>ion and responsibilities, along with a gre<strong>at</strong>erunderstanding <strong>of</strong> <strong>the</strong> scheme’s aims and outcomes may help to address this.Rel<strong>at</strong>ed to <strong>the</strong> issue <strong>of</strong> <strong>at</strong>traction is <strong>the</strong> small number <strong>of</strong> female RSO applicants in both 2012 and2013 (four per year). ADFA’s internal review <strong>of</strong> <strong>the</strong> RSO scheme suggested th<strong>at</strong> a single RSO maymeet <strong>the</strong> intent <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion. While <strong>the</strong> RSO scheme was envisaged as support for allundergradu<strong>at</strong>es, it was also intended to provide a female point <strong>of</strong> contact and mentor for <strong>the</strong> minoritypopul<strong>at</strong>ion <strong>of</strong> <strong>women</strong> <strong>at</strong> ADFA. Having a single RSO will mean th<strong>at</strong> many <strong>women</strong> will miss out onthis, and <strong>the</strong> scheme will be poorer for it. Retaining two RSOs (one male, one female) per Divisionshould remain <strong>the</strong> goal, notwithstanding <strong>the</strong> fact th<strong>at</strong> this could be an ongoing challenge, particularly ifcontinuing to draw from <strong>the</strong> pool <strong>of</strong> honours or postgradu<strong>at</strong>e students.Recommend<strong>at</strong>ion 20 also suggested th<strong>at</strong> RSOs should have a direct line to <strong>the</strong> COMDT in case <strong>of</strong>serious issues, however no RSO made contact with <strong>the</strong> COMDT in 2012. 31 The Audit is aware th<strong>at</strong> anumber <strong>of</strong> serious incidents did occur throughout <strong>the</strong> year. Consider<strong>at</strong>ion should be given as to why nocontact was made, whe<strong>the</strong>r this is a problem with <strong>the</strong> scheme’s functioning, and whe<strong>the</strong>r developing <strong>the</strong>links between <strong>the</strong> COMDT and RSOs would improve outcomes and make <strong>the</strong> scheme more <strong>at</strong>tractive toprospective future applicants.Current staff and undergradu<strong>at</strong>es provided <strong>the</strong> Audit with a range <strong>of</strong> opinions about <strong>the</strong> RSO schemeand how it had been functioning.Many staff were <strong>of</strong> <strong>the</strong> belief th<strong>at</strong> <strong>the</strong> RSO scheme helped first year students acclim<strong>at</strong>ise to life <strong>at</strong> ADFA.One staff member saw RSOs as providing ‘a bit <strong>of</strong> stability and a support network [which is] almost oncall,’ 32 while ano<strong>the</strong>r said <strong>the</strong>y were a ‘safe person to express concerns, ideas, or to ask advice from,th<strong>at</strong> will have a better understanding <strong>of</strong> <strong>the</strong> system than <strong>the</strong>y <strong>the</strong>mselves have.’ 33 No staff were opposedto <strong>the</strong> concept, although some seemed to question its value: ‘If you don’t [get <strong>the</strong> right person] it’s notth<strong>at</strong> <strong>the</strong>y do anything bad, <strong>the</strong>y just don’t do anything <strong>at</strong> all.’ 34Undergradu<strong>at</strong>es had a similar range <strong>of</strong> opinions about <strong>the</strong> scheme. One first year said th<strong>at</strong> RSOs were‘pretty much <strong>the</strong> first person we speak to if <strong>the</strong>re are any issues regarding academics or things rel<strong>at</strong>edto ADFA, life in general’ 35 while a senior undergradu<strong>at</strong>e, who was not an RSO said th<strong>at</strong> ‘<strong>the</strong>y’ve been abig support to <strong>the</strong> first years and I think th<strong>at</strong>’s gre<strong>at</strong>’. 36 The 2013 YOFT Trainee <strong>Review</strong> contained <strong>the</strong>comment th<strong>at</strong>:The Residential Support Officer scheme is awesome! Our RSO [name removed] was like a bigbro<strong>the</strong>r to our division. His tips and knowledge were always helpful and he provides a really goodsupport system outside <strong>of</strong> <strong>the</strong> chain <strong>of</strong> command. 37However, a 2012 Year One student had a different opinion, saying th<strong>at</strong> <strong>the</strong>ir RSO was ‘awesomebut I don’t understand wh<strong>at</strong> <strong>the</strong> point is <strong>of</strong> him being <strong>the</strong>re.’ 38 Such differences, suggested oneundergradu<strong>at</strong>e, are sometimes on account <strong>of</strong> gender:‘you get two perspectives. The first one is generally from <strong>the</strong> guys and it’s yes, he’s a guy th<strong>at</strong>lives here, th<strong>at</strong>’s cool, I don’t see much <strong>of</strong> him, I have nothing to do with him. But some <strong>of</strong> <strong>the</strong>o<strong>the</strong>rs, like a girl th<strong>at</strong> I know, has actually used hers to report and she’s massively supportive <strong>of</strong>Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 85
