Recommend<strong>at</strong>ion 13: The tenure <strong>of</strong> Commandants should be fora minimum <strong>of</strong> three years and should not be reduced, o<strong>the</strong>r than inexceptional circumstances.Intent <strong>of</strong> Recommend<strong>at</strong>ionThe <strong>Review</strong> found th<strong>at</strong> since February 2006 <strong>the</strong>re have been six Commandants (including two actingCommandants) <strong>at</strong> ADFA and th<strong>at</strong> ‘<strong>the</strong> level <strong>of</strong> turnover within ADFA’s senior <strong>of</strong>fice hinders str<strong>at</strong>egicdirection and sustainable reform’. 64 Leadership stability has a positive influence on institutionaloutcomes.Implement<strong>at</strong>ion actionsOn 20 January 2012, MAJGEN Craig Orme, Commander <strong>of</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> College wrote to <strong>the</strong>VCDF endorsing this Recommend<strong>at</strong>ion:as it will go some way to addressing <strong>the</strong> current deficiencies in ADFA’s corpor<strong>at</strong>e memory,leadership, training and policy development. 65On 7 March 2012 <strong>the</strong> VCDF wrote to <strong>the</strong> Director<strong>at</strong>e <strong>of</strong> Senior Officer Management (through CDF)endorsing this Recommend<strong>at</strong>ion. Fur<strong>the</strong>r he requested th<strong>at</strong>:To enable close out <strong>of</strong> this Broderick recommend<strong>at</strong>ion I request confirm<strong>at</strong>ion <strong>of</strong> <strong>the</strong>implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong>se protocols and processes by 13 Apr 2012. 66Audit findingsThe Audit is aware th<strong>at</strong> <strong>the</strong> current COMDT’s tenure has been extended for its third year. 67 However inorder to s<strong>at</strong>isfy <strong>the</strong> intent <strong>of</strong> this Recommend<strong>at</strong>ion confirm<strong>at</strong>ion was required th<strong>at</strong> this tenure will alsoapply to future ADFA Commandants.On 6 November, 2012 <strong>the</strong> Audit sought a copy <strong>of</strong> <strong>the</strong> confirm<strong>at</strong>ion <strong>of</strong> <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong>protocols and processes requested by <strong>the</strong> VCDF. The RIT followed up this request on 4 December 2012.The RIT was advised in early January th<strong>at</strong>:<strong>the</strong> Director <strong>of</strong> Senior Officer Management (DSOM) advised th<strong>at</strong> she cannot find a formalresponse back to us re <strong>the</strong> 3-year tenure however noted th<strong>at</strong> decision was made to extend <strong>the</strong>current incumbent <strong>at</strong> <strong>the</strong> mid-year Star Planning Meeting (SPM) but this in itself does not ensurethis will occur <strong>into</strong> <strong>the</strong> future. She will take <strong>the</strong> following action:1. DSOM Admin notes on SPM will reflect <strong>the</strong> 3 year tenure requirement – to be r<strong>at</strong>ified <strong>at</strong>Dec 17 SPM.2. DSOM will speak to HR and have PMKEYS notes for <strong>the</strong> position changed to reflect 3 yeartenure3.
