Chapter 9: Accommod<strong>at</strong>ion and Supervision – Recommend<strong>at</strong>ions 19-21Audit findingsRecommend<strong>at</strong>ion 19 sought an examin<strong>at</strong>ion <strong>of</strong> <strong>the</strong> ‘residential accommod<strong>at</strong>ion, including b<strong>at</strong>hrooms,to identify <strong>the</strong> existence and level <strong>of</strong> risk to cadets arising from mixed gender living arrangements’. Wh<strong>at</strong>was provided by <strong>the</strong> AFP was a broad crime risk assessment <strong>of</strong> <strong>the</strong> entire ADFA grounds, namely <strong>the</strong>external environment. The assessment completed is not without merit, but it does not address <strong>the</strong> intent<strong>of</strong> Recommend<strong>at</strong>ion 19.The CPTED provides for a broad community and crime assessment, ra<strong>the</strong>r than <strong>the</strong> more localisedOHS/WHS assessment <strong>of</strong> <strong>the</strong> residential accommod<strong>at</strong>ion <strong>the</strong> <strong>Review</strong> envisaged and <strong>the</strong> particularrisks <strong>of</strong> a mixed gender environment for a cohort <strong>of</strong> this age. The report contains some interestingobserv<strong>at</strong>ions about aspects <strong>of</strong> community <strong>at</strong> ADFA (e.g. noting th<strong>at</strong> people who feel connected to andresponsible for an area or place will be effective guardians <strong>of</strong> it), but contained only one brief mention<strong>of</strong> ‘shared amenities’ and did not provide any fur<strong>the</strong>r examin<strong>at</strong>ion <strong>of</strong> risks or recommend<strong>at</strong>ions in thisarea. The focus <strong>of</strong> <strong>the</strong> assessment is on external thre<strong>at</strong>s, not thre<strong>at</strong>s from within. The report does notacknowledge possible gender differences in experiences <strong>of</strong> living inside <strong>the</strong> accommod<strong>at</strong>ion blocks(i.e. <strong>the</strong> lines).The items listed in <strong>the</strong> pro-forma suggest th<strong>at</strong> this exercise would be a better fit for a larger suburb orneighbourhood, ra<strong>the</strong>r than a study <strong>of</strong> a residential accommod<strong>at</strong>ion. Fur<strong>the</strong>r, <strong>the</strong> AFP confirmed th<strong>at</strong> <strong>the</strong>CPTED is generally applied to ‘business areas where we look <strong>at</strong> crime activities th<strong>at</strong> occur and how wecan eradic<strong>at</strong>e those’ ra<strong>the</strong>r than something like <strong>the</strong> ADFA accommod<strong>at</strong>ion. 9The Audit found little awareness among staff and undergradu<strong>at</strong>es <strong>of</strong> <strong>the</strong> fact th<strong>at</strong> <strong>the</strong> AFP hadconducted a situ<strong>at</strong>ional assessment <strong>of</strong> ADFA, and <strong>the</strong>re was some degree <strong>of</strong> hostility when OH&S/WH&S was mentioned. One staff member felt th<strong>at</strong> staff were ‘so busy complying with all <strong>the</strong> ludicrousgovernance and OH&S crap’ th<strong>at</strong> important tasks became secondary. 10 An undergradu<strong>at</strong>e noted th<strong>at</strong>:OH&S wise, our Divisions are fairly regularly inspected by <strong>the</strong> staff so if you don’t have it up to<strong>the</strong> standard expected, you get <strong>into</strong> trouble for th<strong>at</strong> – especially cleanliness and hygiene. 11The opinion <strong>of</strong> many undergradu<strong>at</strong>es is th<strong>at</strong> <strong>the</strong> living accommod<strong>at</strong>ion is generally a safe place, buto<strong>the</strong>rs expressed concern when specific incidents or personal experiences were discussed. Forexample, one undergradu<strong>at</strong>e told <strong>the</strong> Audit th<strong>at</strong> <strong>the</strong>y feel a need to ‘escape’ from <strong>the</strong>ir living spaceswhenever possible, as <strong>the</strong>y do not feel comfortable <strong>the</strong>re. 12 Ano<strong>the</strong>r told <strong>the</strong> Audit th<strong>at</strong> ‘if I had lived in<strong>the</strong> Div or in th<strong>at</strong> section [where a particular incident had occurred] I would have been a bit more jumpyafter th<strong>at</strong> [incident],’ 13 while o<strong>the</strong>rs mentioned <strong>the</strong> ongoing existence <strong>of</strong> practices like ‘dully hunting’as an issue for young female undergradu<strong>at</strong>es. 14 In addition, <strong>the</strong> 2012 Unacceptable Behaviour Surveyconfirmed th<strong>at</strong> more undergradu<strong>at</strong>es experienced unacceptable behaviour in <strong>the</strong> residential domain thananywhere else, and this included half <strong>of</strong> all <strong>women</strong>, and one-in-five men. 15 These responses indic<strong>at</strong>e th<strong>at</strong><strong>the</strong>re is still <strong>the</strong> need to conduct <strong>the</strong> sort <strong>of</strong> safety assessment envisaged by <strong>the</strong> <strong>Review</strong>.82
