Chapter 6: Equity and Diversity – Recommend<strong>at</strong>ions 6-10The cre<strong>at</strong>ion <strong>of</strong> <strong>the</strong> SOSP Network represents a significant effort to provide support and assistance tothose who have been involved in an indecent act or a sexual <strong>of</strong>fence.In 2012 four ADFA SOSPs were trained <strong>at</strong> HMAS Cerberus. They returned to ADFA and providedsupport to complainants and respondents throughout 2012. In March 2013 a fur<strong>the</strong>r 11 SOSPs (six<strong>women</strong> and five men) were trained. There were a mix <strong>of</strong> ADFA, Australia’s Feder<strong>at</strong>ion Guard and CTMCstaff among <strong>the</strong> SOSP trainees. This was <strong>the</strong> first time <strong>the</strong> course was conducted <strong>at</strong> ADFA and <strong>the</strong> Audithad <strong>the</strong> opportunity to observe <strong>the</strong> training. Members <strong>of</strong> <strong>the</strong> Sexual Assault and Child Abuse Team(SACAT) with <strong>the</strong> <strong>Australian</strong> Federal Police, <strong>Defence</strong> Policing Unit, ADFIS, Canberra Rape Crisis Centreand SeMPRO were also in <strong>at</strong>tendance and provided briefings on <strong>the</strong>ir respective roles and processes.The course was well structured, had highly relevant content, and provided ample opportunity forquestions, interaction and case study discussions. The course also included a site visit to SACAT <strong>at</strong> <strong>the</strong>Belconnen Police St<strong>at</strong>ion. In <strong>the</strong> week commencing 25 March 2013 ADFA staff also received training on<strong>the</strong> role <strong>of</strong> SOSPs to enhance <strong>the</strong>ir awareness <strong>of</strong> this important source <strong>of</strong> support and <strong>the</strong> associ<strong>at</strong>edprocedures.There is a session devoted to understanding sexual <strong>of</strong>fences and <strong>the</strong> SOSP Network during YOFT.Ongoing communic<strong>at</strong>ion to undergradu<strong>at</strong>es across all year groups about this program is a vital step incontributing to <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong> SOSP Network.The Audit was also advised th<strong>at</strong> <strong>the</strong> equity and diversity poster which has <strong>the</strong> photos <strong>of</strong> all equity anddiversity advisers is being upd<strong>at</strong>ed to include <strong>the</strong> photos and contacts <strong>of</strong> all members <strong>of</strong> <strong>the</strong> SOSPNetwork as well. This is a welcome development.ADFA advised <strong>the</strong> Audit th<strong>at</strong> fur<strong>the</strong>r SOSP training is planned for <strong>the</strong> end <strong>of</strong> 2013 and will be <strong>of</strong>feredto o<strong>the</strong>r bases in Canberra including RMC Duntroon, HMAS Harman and possibly <strong>Defence</strong> Offices <strong>at</strong>Russell.The Audit congr<strong>at</strong>ul<strong>at</strong>es ADFA on this important initi<strong>at</strong>ive and welcomes its <strong>at</strong>tempts to roll out thisprogram to o<strong>the</strong>r bases. The Audit also congr<strong>at</strong>ul<strong>at</strong>es ADFA on <strong>the</strong> close connections it is building withinternal and external agencies in order to ensure th<strong>at</strong> <strong>the</strong> right support is <strong>of</strong>fered to those involved, and<strong>the</strong> most effective response is provided.Ongoing evalu<strong>at</strong>ion <strong>of</strong> training, selection procedures and oper<strong>at</strong>ion <strong>of</strong> <strong>the</strong> SOSP Network is suggestedand SOSPs must ensure th<strong>at</strong> <strong>the</strong>y are effectively linked with SeMPRO once it is fully established.Recommend<strong>at</strong>ion 10: ADFA embed equity and diversity in all policiesand practices through:a) ADF and ADFA senior leadership teams championing diversityand gender equality and publicly condemning all forms <strong>of</strong>sexism, sexual harassment and violence against <strong>women</strong>42
