Chapter 9: Accommod<strong>at</strong>ion and Supervision – Recommend<strong>at</strong>ions 19-21He noted th<strong>at</strong> general security upgrades, such as <strong>the</strong> install<strong>at</strong>ion <strong>of</strong> ‘crim safe’ mesh and extra lighting,had occurred.Recent history <strong>at</strong> ADFA, and currently available d<strong>at</strong>a, indic<strong>at</strong>es th<strong>at</strong> <strong>women</strong> do encounter specificsecurity and safety issues <strong>at</strong> ADFA. Acknowledging this reality does not detract from <strong>the</strong> fact th<strong>at</strong> safetyis an issue for all personnel, but it is a necessary first step towards addressing <strong>the</strong> issues th<strong>at</strong> do existfor <strong>women</strong>. A series <strong>of</strong> unacceptable behaviour surveys have shown th<strong>at</strong> proportion<strong>at</strong>ely, <strong>women</strong> aremore likely than men to experience unacceptable behaviour <strong>at</strong> ADFA, and <strong>the</strong> 2012 UnacceptableBehaviour Survey has indic<strong>at</strong>ed th<strong>at</strong> <strong>women</strong> (45.3%) were more than twice as likely as men (19.8%)to experience unacceptable behaviour in <strong>the</strong> residential accommod<strong>at</strong>ion. 52 The 2012 UnacceptableBehaviour Survey also indic<strong>at</strong>ed <strong>the</strong> person-rel<strong>at</strong>ed harassment, bullying, discrimin<strong>at</strong>ion, and crudebehaviour were notable issues in <strong>the</strong> residential accommod<strong>at</strong>ion. 53 ADFA could use <strong>the</strong>se results as auseful tool for developing a set <strong>of</strong> principles addressing <strong>women</strong>’s security and safety in <strong>the</strong> residentialaccommod<strong>at</strong>ion.ConclusionADFA has made an <strong>at</strong>tempt to address Recommend<strong>at</strong>ion 19 by commissioning a CPTED, but <strong>the</strong>CPTED was not designed to conduct <strong>the</strong> type <strong>of</strong> assessment envisaged in <strong>the</strong> Recommend<strong>at</strong>ion.The CPTED does not adequ<strong>at</strong>ely address possible thre<strong>at</strong>s from within ADFA (for example, in <strong>the</strong>accommod<strong>at</strong>ion) and is essentially a gender blind instrument. The Audit <strong>the</strong>refore rest<strong>at</strong>es <strong>the</strong> <strong>Review</strong>’sRecommend<strong>at</strong>ion to conduct a risk assessment <strong>of</strong> <strong>the</strong> residential accommod<strong>at</strong>ion, including b<strong>at</strong>hrooms(Recommend<strong>at</strong>ion 19).The Audit also suggests th<strong>at</strong> <strong>the</strong> views and ideas <strong>of</strong> <strong>the</strong> undergradu<strong>at</strong>es be engaged, perhaps <strong>at</strong> <strong>the</strong>Divisional level, to identify risks and develop str<strong>at</strong>egies to address <strong>the</strong>se. This could be done by buildingon some <strong>of</strong> <strong>the</strong> work already undertaken in YOFT and AMET regarding values, ethical leadership, equityand diversity and unacceptable behaviour. 54The RSO scheme has been one <strong>of</strong> <strong>the</strong> most obvious and visible aspects <strong>of</strong> change <strong>at</strong> ADFA over <strong>the</strong>past year. It has been a net positive, and generally well received by both staff and undergradu<strong>at</strong>es.Funding and <strong>at</strong>traction are two issues which thre<strong>at</strong>ened <strong>the</strong> ongoing viability <strong>of</strong> <strong>the</strong> scheme, and ADFAmust continue to work towards addressing <strong>the</strong>se. For example, positive performance assessmentreviews or developmental opportunities on account <strong>of</strong> <strong>the</strong> RSO experience could help make <strong>the</strong> schememore <strong>at</strong>tractive.There have been mixed results in <strong>the</strong> way th<strong>at</strong> Recommend<strong>at</strong>ion 21 has been approached.ADFA has investig<strong>at</strong>ed options for more accommod<strong>at</strong>ion for Divisional staff, and opportunities forgre<strong>at</strong>er interaction between undergradu<strong>at</strong>es and staff in <strong>the</strong> residential accommod<strong>at</strong>ion. While areorganis<strong>at</strong>ion was not possible, and no more facilities are available in <strong>the</strong> short term, ADFA has pointedto <strong>the</strong> RSO scheme as a conduit for gre<strong>at</strong>er interaction between undergradu<strong>at</strong>es and staff. ADFA shouldexplore how RSOs might best achieve this outcome, and alloc<strong>at</strong>e resources or training accordingly.A set <strong>of</strong> principles addressing <strong>women</strong>’s security and safety and promoting <strong>the</strong> better engagementbetween staff and undergradu<strong>at</strong>es in <strong>the</strong> residential setting has not been drafted. There appears to be abelief th<strong>at</strong> such a document should be drafted closer to <strong>the</strong> time <strong>of</strong> <strong>the</strong> next rebuild. Such a documentis worthy in its own right now, and should be drafted with <strong>the</strong> input and engagement <strong>of</strong> undergradu<strong>at</strong>esand circul<strong>at</strong>ed as soon as possible. The Audit <strong>the</strong>refore rest<strong>at</strong>es <strong>the</strong> <strong>Review</strong>’s Recommend<strong>at</strong>ion todevelop a set <strong>of</strong> principles addressing <strong>women</strong>’s security and safety (Recommend<strong>at</strong>ion 21 c)).88
