Terms <strong>of</strong> ReferenceThe <strong>Review</strong>’s Terms <strong>of</strong> Reference were developed by <strong>the</strong> <strong>Australian</strong> Human Rights Commissionafter consult<strong>at</strong>ion with <strong>the</strong> ADF. The Terms <strong>of</strong> Reference requested <strong>the</strong> <strong>Review</strong> Panel, led by <strong>the</strong>Sex Discrimin<strong>at</strong>ion Commissioner, to review, report and make recommend<strong>at</strong>ions on:a) <strong>the</strong> <strong>tre<strong>at</strong>ment</strong> <strong>of</strong> <strong>women</strong> <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy with a particular focus on<strong>the</strong> adequacy and appropri<strong>at</strong>eness <strong>of</strong> measures to: promote gender equality, ensure <strong>women</strong>’ssafety, and to address and prevent sexual harassment and abuse, and sex discrimin<strong>at</strong>ionb) initi<strong>at</strong>ives required to drive cultural change in <strong>the</strong> <strong>tre<strong>at</strong>ment</strong> <strong>of</strong> <strong>women</strong> <strong>at</strong> <strong>the</strong> <strong>Australian</strong><strong>Defence</strong> <strong>Force</strong> Academy, including <strong>the</strong> adequacy and effectiveness <strong>of</strong> existing initi<strong>at</strong>ives and<strong>of</strong> approaches to training, educ<strong>at</strong>ion, mentoring and developmentc) <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong> cultural change str<strong>at</strong>egies recommended by <strong>the</strong> Chief <strong>of</strong> <strong>the</strong> <strong>Defence</strong><strong>Force</strong> Women’s Reference Group in <strong>the</strong> Women’s Action Plan including <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong><strong>the</strong>se str<strong>at</strong>egies across <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong>d) measures and initi<strong>at</strong>ives required to improve <strong>the</strong> p<strong>at</strong>hways for increased represent<strong>at</strong>ion <strong>of</strong><strong>women</strong> <strong>into</strong> <strong>the</strong> senior ranks and leadership <strong>of</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong>e) any o<strong>the</strong>r m<strong>at</strong>ters <strong>the</strong> Panel considers appropri<strong>at</strong>e th<strong>at</strong> are incidental to <strong>the</strong> above terms <strong>of</strong>reference.Additionally, 12 months after <strong>the</strong> release <strong>of</strong> <strong>the</strong> Panel’s report (<strong>the</strong> Report), <strong>the</strong> Terms <strong>of</strong> Referencerequire a fur<strong>the</strong>r independent Report to be prepared which:• audits <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong> recommend<strong>at</strong>ions in <strong>the</strong> Panel’s Report by <strong>the</strong> <strong>Australian</strong><strong>Defence</strong> <strong>Force</strong> Academy and <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> more broadly• makes any fur<strong>the</strong>r recommend<strong>at</strong>ions necessary to advance <strong>the</strong> <strong>tre<strong>at</strong>ment</strong> <strong>of</strong> <strong>women</strong> <strong>at</strong> <strong>the</strong><strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy and in <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong>.This Audit Report draws on those sections in <strong>the</strong> Terms <strong>of</strong> Reference th<strong>at</strong> are pertinent to <strong>the</strong> <strong>Australian</strong><strong>Defence</strong> <strong>Force</strong> Academy.Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 3
