Audit findingsThe analysis <strong>of</strong> existing mentoring programs and <strong>the</strong> development <strong>of</strong> fur<strong>the</strong>r mentoring optionsdemonstr<strong>at</strong>es a commitment by ADFA to address <strong>the</strong> Recommend<strong>at</strong>ion. The mentoring brief provided to<strong>the</strong> Audit is evidence th<strong>at</strong> a substantial amount <strong>of</strong> work has been undertaken, however, to d<strong>at</strong>e nei<strong>the</strong>r<strong>of</strong> <strong>the</strong> developed options have been implemented. The delay means th<strong>at</strong> enhanced mentoring was notavailable in 2012 and has not yet been agreed for 2013. 32With respect to <strong>the</strong> proposed options developed by ADFA, <strong>the</strong>re are concerns about <strong>the</strong> differencesbetween <strong>the</strong> intent <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion and <strong>the</strong> proposed models. The Audit is concerned th<strong>at</strong>:• Female undergradu<strong>at</strong>es are not being provided with <strong>the</strong> option to be placed with femalementors• The UNSW Lucy Mentoring Program has been largely discounted as a templ<strong>at</strong>e for <strong>the</strong> ADFAprogram due to a misperception th<strong>at</strong> this is an employment based scheme and <strong>the</strong>refore notapplicable• There is a lack <strong>of</strong> regular and ongoing mentoring.ADFA and <strong>the</strong> RIT have commented th<strong>at</strong> it is not practical to provide mentors to over 1,000undergradu<strong>at</strong>es. 33 However, <strong>the</strong> Recommend<strong>at</strong>ion st<strong>at</strong>es th<strong>at</strong> undergradu<strong>at</strong>es be <strong>of</strong>fered a mentor. TheAudit does not anticip<strong>at</strong>e th<strong>at</strong> everyone would take up such an opportunity.Fur<strong>the</strong>r, according to <strong>the</strong> Recommend<strong>at</strong>ion, female undergradu<strong>at</strong>es should be given <strong>the</strong> optionto be placed with female mentors. The Audit does not consider th<strong>at</strong> it is impractical to <strong>of</strong>fer eachfemale undergradu<strong>at</strong>e a female mentor. According to d<strong>at</strong>a provided to <strong>the</strong> Audit, in 2011 <strong>women</strong>comprised approxim<strong>at</strong>ely 21% <strong>of</strong> <strong>the</strong> ADFA undergradu<strong>at</strong>e popul<strong>at</strong>ion. In 2011, <strong>the</strong>re were 75 femaleundergradu<strong>at</strong>es in first year, 71 in second year, 53 in third year and 26 female advanced students. 34Given th<strong>at</strong> not every female will necessarily take up <strong>the</strong> opportunity, and in light <strong>of</strong> <strong>the</strong>se rel<strong>at</strong>ively lownumbers, ADFA may be able to <strong>of</strong>fer female undergradu<strong>at</strong>es <strong>the</strong> opportunity to be placed with a femalementor. ADFA may also wish to consider a more targeted approach whereby only particular year groupsare selected for a mentoring program.The Recommend<strong>at</strong>ion also st<strong>at</strong>es th<strong>at</strong> workplace-based mentoring programs targeting <strong>women</strong> th<strong>at</strong>oper<strong>at</strong>e through universities, including UNSW, should be considered as a useful templ<strong>at</strong>e. ADFA hasexamined <strong>the</strong> UNSW Lucy Mentoring Program and has considered its applic<strong>at</strong>ion to ADFA. 35 WhileADFA has drawn on some <strong>of</strong> <strong>the</strong> applicable parts, it has dismissed large parts <strong>of</strong> <strong>the</strong> templ<strong>at</strong>e on <strong>the</strong>basis th<strong>at</strong> <strong>the</strong> program is too focused on employment opportunities and <strong>the</strong>refore not relevant to ADFAgiven th<strong>at</strong> undergradu<strong>at</strong>es are already employed by <strong>Defence</strong>. However, <strong>the</strong> st<strong>at</strong>ed aims <strong>of</strong> <strong>the</strong> LucyProgram do not include finding employment for <strong>the</strong> mentees. The objectives are focused on diversity <strong>of</strong>opportunities, <strong>the</strong> advantages <strong>of</strong> job s<strong>at</strong>isfaction, providing an opportunity to work with senior <strong>women</strong>and encouraging active decision making. 36The focus <strong>of</strong> <strong>the</strong> ADFA analysis is on barriers to implement<strong>at</strong>ion without adequ<strong>at</strong>ely addressing <strong>the</strong>similarities and <strong>the</strong> extent to which <strong>the</strong> program may be applicable. 37 ADFA could also seek guidancefrom o<strong>the</strong>r external workplace-based mentoring programs th<strong>at</strong> oper<strong>at</strong>e.While not explicitly st<strong>at</strong>ed in <strong>the</strong> Recommend<strong>at</strong>ion, <strong>the</strong> ADFA Report notes th<strong>at</strong> “[i]n summary, cadetswould benefit from regular mentoring and advice.” 38 In contrast, <strong>the</strong> options for a new mentoringprogram involve ei<strong>the</strong>r a three day series <strong>of</strong> visits or an annual event nei<strong>the</strong>r <strong>of</strong> which are based onregular mentoring.The Audit reinforces <strong>the</strong> importance <strong>of</strong> <strong>the</strong> ongoing n<strong>at</strong>ure <strong>of</strong> mentoring. 39 In line with <strong>the</strong> intent <strong>of</strong> <strong>the</strong>Recommend<strong>at</strong>ion, <strong>the</strong> chosen option and o<strong>the</strong>r existing mentoring options should facilit<strong>at</strong>e ongoing andregular mentoring for undergradu<strong>at</strong>es.Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 71
