Chapter 1: Audit ApproachThe Audit refers to <strong>the</strong> process <strong>of</strong> conducting <strong>the</strong> audit <strong>of</strong> progress on <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong>recommend<strong>at</strong>ions <strong>of</strong> <strong>the</strong> <strong>Review</strong>. The Audit commenced in September 2012 and was completed inFebruary 2013.Undergradu<strong>at</strong>es refers to Officer Cadets and Midshipmen <strong>at</strong> ADFA. This change in terminology reflects<strong>the</strong> fact th<strong>at</strong> on 1 July 2012 ADFA expanded its establishment and command responsibilities to include<strong>the</strong> Capability and Technology Management College. ADFA has restructured and has established<strong>the</strong> ADFA Undergradu<strong>at</strong>es Director<strong>at</strong>e and a Director<strong>at</strong>e ADFA Postgradu<strong>at</strong>es and Guard. 3 The termundergradu<strong>at</strong>es <strong>the</strong>refore better reflects <strong>the</strong> current cohort under consider<strong>at</strong>ion.Structure <strong>of</strong> Audit Report – This Report begins with a description <strong>of</strong> <strong>the</strong> Audit methodology. It <strong>the</strong>nconsiders <strong>the</strong> overarching approach to <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong> <strong>Review</strong>’s recommend<strong>at</strong>ions andidentifies risks. The Report is structured around <strong>the</strong> main <strong>the</strong>mes and recommend<strong>at</strong>ions <strong>of</strong> <strong>the</strong> <strong>Review</strong>’sReport. Each chapter begins with a reference back to <strong>the</strong> findings <strong>of</strong> <strong>the</strong> <strong>Review</strong> and is <strong>the</strong>n followedby a short summary <strong>of</strong> <strong>the</strong> Audit’s main findings. Each recommend<strong>at</strong>ion is <strong>the</strong>n examined in detail,beginning with a reiter<strong>at</strong>ion <strong>of</strong> <strong>the</strong> intent <strong>of</strong> <strong>the</strong> recommend<strong>at</strong>ion, <strong>the</strong> implement<strong>at</strong>ion actions to d<strong>at</strong>e and<strong>the</strong> Audit’s findings. Conclusions are drawn <strong>at</strong> <strong>the</strong> end <strong>of</strong> each set <strong>of</strong> recommend<strong>at</strong>ions. Where <strong>the</strong> Auditfinds th<strong>at</strong> insufficient action has been taken, <strong>the</strong> original <strong>Review</strong> recommend<strong>at</strong>ion is re-st<strong>at</strong>ed or analtern<strong>at</strong>ive action is suggested.Quotes – The source <strong>of</strong> quotes used in <strong>the</strong> Audit is referenced in endnotes.
