Limit<strong>at</strong>ions to AuditQualit<strong>at</strong>ive d<strong>at</strong>aAs part <strong>of</strong> its methodology <strong>the</strong> Audit requested to conduct interviews and focus groups with ADFA staffand undergradu<strong>at</strong>es in October 2012. This was agreed and was coordin<strong>at</strong>ed through <strong>the</strong> RIT.The Audit was conscious th<strong>at</strong> this was a busy time <strong>of</strong> <strong>the</strong> year but was keen to speak withundergradu<strong>at</strong>es and staff before <strong>the</strong>y left ADFA for <strong>the</strong> summer break and to understand <strong>the</strong>irexperience <strong>of</strong> <strong>the</strong> first 12 months <strong>of</strong> reform. This had been requested and agreed well in advance and all<strong>at</strong>tempts had been made to minimise disruption. There were some communic<strong>at</strong>ion issues which impacted on <strong>the</strong> Audit team’s access to staff andundergradu<strong>at</strong>es. These issues were resolved quickly and to <strong>the</strong> s<strong>at</strong>isfaction <strong>of</strong> <strong>the</strong> Audit team.Quantit<strong>at</strong>ive d<strong>at</strong>aAs noted above, a key piece <strong>of</strong> <strong>the</strong> quantit<strong>at</strong>ive d<strong>at</strong>a examined by <strong>the</strong> Audit was <strong>the</strong> UnacceptableBehaviour Survey. This instrument was significantly revised in 2012 and so <strong>the</strong> results <strong>of</strong> <strong>the</strong>administr<strong>at</strong>ion <strong>of</strong> <strong>the</strong> survey in 2012 are not comparable to <strong>the</strong> results gained by <strong>the</strong> <strong>Review</strong> in 2011.The Audit commends <strong>the</strong> revision <strong>of</strong> <strong>the</strong> survey instrument and agrees th<strong>at</strong> it is now a much morecoherent and effective instrument. However, because <strong>of</strong> <strong>the</strong> changes to <strong>the</strong> survey, <strong>the</strong> extent to which<strong>the</strong> Audit can assess <strong>the</strong> changes <strong>at</strong> ADFA over <strong>the</strong> past 12 months in this area is very limited. Moredetail and an overview <strong>of</strong> <strong>the</strong> survey results is provided <strong>at</strong> Recommend<strong>at</strong>ion 25.1 The <strong>Review</strong> Implement<strong>at</strong>ion Team manages <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> <strong>the</strong> recommend<strong>at</strong>ions <strong>of</strong> <strong>the</strong> ADFA Report in collabor<strong>at</strong>ionwith ADFA. It reports to <strong>the</strong> Commander, <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> College.Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 15
