Intent <strong>of</strong> Recommend<strong>at</strong>ionADFA is <strong>of</strong> str<strong>at</strong>egic significance in training and educ<strong>at</strong>ing <strong>the</strong> future leaders <strong>of</strong> <strong>the</strong> ADF. An unequivocalcommitment to developing ethical leaders, building military and academic skills and cre<strong>at</strong>ing aninclusive, equitable environment brings significant benefits to <strong>Defence</strong>.Implement<strong>at</strong>ion actionsThere is evidence th<strong>at</strong> <strong>the</strong> CDF and VCDF have visibly demonstr<strong>at</strong>ed <strong>the</strong>ir commitment to ADFAthrough <strong>the</strong>ir increased presence <strong>at</strong> ADFA, through <strong>the</strong> establishment <strong>of</strong> <strong>the</strong> RIT, <strong>the</strong>ir support <strong>of</strong> <strong>the</strong>implement<strong>at</strong>ion <strong>of</strong> recommend<strong>at</strong>ions and through various corpor<strong>at</strong>e messaging as noted above.In interviews and focus groups both undergradu<strong>at</strong>es and staff noted <strong>the</strong> visible commitmentdemonstr<strong>at</strong>ed by senior leadership:In our first six weeks <strong>of</strong> training we got a speech from each Chief and <strong>the</strong> CDF all in one week.Our Sergeant who was in charge <strong>at</strong> <strong>the</strong> time told us we are really lucky. It took him six years in<strong>Defence</strong> to even meet one <strong>of</strong> <strong>the</strong>se Chiefs. So I guess th<strong>at</strong>’s a pretty big change. I don’t know if<strong>the</strong>y got th<strong>at</strong> last year, but I appreci<strong>at</strong>ed th<strong>at</strong> a lot. 11I think everyone understands th<strong>at</strong> <strong>the</strong> Chiefs are committed to here. They routinely come and talkto <strong>the</strong> undergradu<strong>at</strong>es and staff. 12Whilst most staff welcomed this commitment, some felt th<strong>at</strong> <strong>the</strong> increased visibility and presence <strong>of</strong> <strong>the</strong>Chiefs was counterproductive. This was summed up by one ADFA staff member who said:In <strong>the</strong> first week <strong>the</strong>y meet every single high ranking <strong>of</strong>ficer <strong>at</strong> ADFA and surrounds before <strong>the</strong>ymeet <strong>the</strong>ir immedi<strong>at</strong>e chain <strong>of</strong> command. So before <strong>the</strong>ir OC gets introduced to <strong>the</strong>m, <strong>the</strong>y meet<strong>the</strong> Commandant, <strong>the</strong> Deputy Commandant, <strong>the</strong>y meet COMADC. They’re meeting a Generalbefore <strong>the</strong>y’re meeting <strong>the</strong>ir Major. We suggested back in 2010 th<strong>at</strong> perhaps this wasn’t <strong>the</strong> bestway, but <strong>the</strong> General wants to meet <strong>the</strong> undergradu<strong>at</strong>es and tell <strong>the</strong>m how good <strong>the</strong>y are. So <strong>the</strong>yget this really disproportion<strong>at</strong>e idea <strong>of</strong> who <strong>the</strong>y are in <strong>the</strong> organis<strong>at</strong>ion…It doesn’t actually help<strong>the</strong> trainees. It doesn’t help us, and it sets <strong>the</strong>m up for failure. 13However not everyone had noticed a change. Nor did <strong>the</strong>y feel th<strong>at</strong> it would make a difference anyway.I don’t know if it really holds much weight <strong>at</strong> <strong>the</strong> end <strong>of</strong> <strong>the</strong> day anyway…At <strong>the</strong> start <strong>of</strong> <strong>the</strong> year…we saw some sort <strong>of</strong> st<strong>at</strong>ement…but o<strong>the</strong>r than th<strong>at</strong> we haven’t really seen too much <strong>of</strong> <strong>the</strong>mor heard too much from <strong>the</strong>m in regards to ADFA specifically. 14Initially after <strong>the</strong> reports were released <strong>the</strong>re were <strong>the</strong> media st<strong>at</strong>ements from <strong>the</strong> CDF and stufflike th<strong>at</strong>. But o<strong>the</strong>r than th<strong>at</strong>, it’s not something we do . . . At our level, we see it as above our paygrade. 15Audit findingsThe Audit welcomes <strong>the</strong> positive impact <strong>the</strong> presence <strong>of</strong> <strong>the</strong> Chiefs and senior ADF staff has had <strong>at</strong>ADFA during 2012. However from document<strong>at</strong>ion received it is not clear whe<strong>the</strong>r this represents achange in <strong>the</strong> frequency or n<strong>at</strong>ure <strong>of</strong> visits as a result <strong>of</strong> <strong>the</strong> <strong>Review</strong>’s recommend<strong>at</strong>ions or whe<strong>the</strong>r itreflects <strong>the</strong> st<strong>at</strong>us quo. An email exchange between <strong>the</strong> RIT and ADFA 16 requests ‘a list <strong>of</strong> d<strong>at</strong>es andADFA events where <strong>the</strong> CDF and/or senior ADF military staff <strong>at</strong>tend’.
