Recommend<strong>at</strong>ion 18: As part <strong>of</strong> <strong>the</strong> ADF’s overall review <strong>of</strong> alcohol,ADFA:a) review <strong>the</strong> pricing regime <strong>of</strong> drinks in <strong>the</strong> cadets’ mess tominimise <strong>the</strong> risks associ<strong>at</strong>ed with over consumption <strong>of</strong>alcoholb) ensure ongoing regular alcohol testing <strong>of</strong> cadets as providedby <strong>Defence</strong> Instruction (General) Personnel 15-4 AlcoholTesting in <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong>.Intent <strong>of</strong> Recommend<strong>at</strong>ionThe <strong>Review</strong> found th<strong>at</strong> <strong>the</strong>re is a culture <strong>of</strong> regular and heavy alcohol use among <strong>the</strong> ADFAundergradu<strong>at</strong>e body. As demonstr<strong>at</strong>ed by wider research, excessive alcohol consumption is anestablished risk factor for a range <strong>of</strong> inappropri<strong>at</strong>e behaviours. 48Implement<strong>at</strong>ion actionsIn direct response to part a) <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion, <strong>the</strong> Audit has been provided with evidence th<strong>at</strong> <strong>the</strong>pricing regime has been reviewed and drink prices have been increased. 49The prices have been amended to make <strong>the</strong>m more consistent with <strong>the</strong> ‘standard mark up and pricingregime <strong>of</strong> most <strong>Defence</strong> Messes.’ 50 The documents indic<strong>at</strong>e th<strong>at</strong> in April 2012 an initial price increasewas implemented, 51 while a fur<strong>the</strong>r increase was scheduled to be implemented in February 2013. Thisfur<strong>the</strong>r increase means th<strong>at</strong> <strong>the</strong> cost <strong>of</strong> beer is approxim<strong>at</strong>ely 20% higher than <strong>the</strong> prices prior to <strong>the</strong>initial increase and <strong>the</strong> cost <strong>of</strong> pre-mixed drinks will have increased approxim<strong>at</strong>ely 25%. 52In response to part b) <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion, <strong>the</strong> approach undertaken by ADFA concentr<strong>at</strong>ed onthree main areas:• Increasing <strong>the</strong> use <strong>of</strong> alcohol testing• <strong>Review</strong>ing <strong>the</strong> areas in which alcohol testing can be conducted• Increasing and maintaining <strong>the</strong> number <strong>of</strong> qualified testers and <strong>the</strong> testing devices. 53As part <strong>of</strong> <strong>the</strong> holistic approach to alcohol management 54 ADFA has also revamped YOFT present<strong>at</strong>ionsand staff training on <strong>the</strong> use <strong>of</strong> alcohol. In line with <strong>the</strong> intent <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion ADFA has alsoundertaken o<strong>the</strong>r measures including: 55• Reinforcing alcohol policy through <strong>the</strong> Commandant ADFA’s Alcohol Directive regarding <strong>the</strong>use, supply, and management <strong>of</strong> alcohol 56• Increased emphasis on alcohol educ<strong>at</strong>ion, including new alcohol consumption andmanagement training in <strong>the</strong> ADFA Citizenship Package 57• Development and display <strong>of</strong> posters reinforcing <strong>the</strong> importance <strong>of</strong> <strong>the</strong> responsibleconsumption <strong>of</strong> alcohol 58Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 73
