Chapter 10: Minimising Risk, Managing Incidents and Ensuring <strong>the</strong> Safety <strong>of</strong> <strong>the</strong> Workplace – Recommend<strong>at</strong>ions 22-31Implement<strong>at</strong>ion actionsADFA has upd<strong>at</strong>ed and displayed posters in training and accommod<strong>at</strong>ion areas with contact details <strong>of</strong>internal and external emergency and support services. In addition, undergradu<strong>at</strong>es have been providedwith wallet size cards containing <strong>the</strong> inform<strong>at</strong>ion contained in <strong>the</strong> posters. 49The Audit has been advised th<strong>at</strong> a meeting was held <strong>at</strong> ADFA on 27 June 2012 ‘to develop partnershipsand identify collabor<strong>at</strong>ion opportunities with Canberra-based emergency and support agencies.’ 50In addition, according to documents provided to <strong>the</strong> Audit <strong>the</strong>se agencies have agreed to meetannually. 51The establishment <strong>of</strong> <strong>the</strong> Sexual Offence Support Person (SOSP) Network is also relevant to thisRecommend<strong>at</strong>ion and is discussed in more detail under Recommend<strong>at</strong>ion 9. In addition, dialogue withSeMPRO should also inform str<strong>at</strong>egies in this regard.Audit findingsADFA has undertaken steps to address both parts <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion. The Recommend<strong>at</strong>ion hasbeen largely implemented, however part b) requires some additional work.The actions undertaken demonstr<strong>at</strong>e commitment to s<strong>at</strong>isfy <strong>the</strong> intent <strong>of</strong> part a). The poster developedcontains contact details for <strong>the</strong> support agencies referred to in <strong>the</strong> Recommend<strong>at</strong>ion, in addition too<strong>the</strong>r organis<strong>at</strong>ions. The inform<strong>at</strong>ion is provided in a clear way, with <strong>the</strong> organis<strong>at</strong>ion’s c<strong>at</strong>egory, name,contact details and hours <strong>of</strong> availability displayed. The Audit trusts th<strong>at</strong> ADFA will continue to use <strong>the</strong>seposters and cards in years to come and will regularly upd<strong>at</strong>e and amend inform<strong>at</strong>ion as required.However, in <strong>the</strong> case <strong>of</strong> an emergency, such as where an undergradu<strong>at</strong>e is under immedi<strong>at</strong>e thre<strong>at</strong>in <strong>the</strong>ir accommod<strong>at</strong>ion, it was unclear to <strong>the</strong> Audit which number should be called (e.g. police/duty<strong>of</strong>ficer/o<strong>the</strong>r). When <strong>the</strong> Audit sought clarific<strong>at</strong>ion <strong>the</strong> response was th<strong>at</strong> this was ‘a very difficultquestion to answer’ and ‘it depends’. 52 The Audit is strongly <strong>of</strong> <strong>the</strong> view th<strong>at</strong> <strong>the</strong>re can be no confusionin an emergency situ<strong>at</strong>ion and this must be clarified immedi<strong>at</strong>ely.The Audit has been advised th<strong>at</strong> <strong>the</strong> posters have been displayed:throughout <strong>the</strong> Academy, with <strong>the</strong> focus on key areas where Midshipmen and Officer Cadetscongreg<strong>at</strong>e. Specific areas covered are all accommod<strong>at</strong>ion blocks, <strong>the</strong> Cadets mess, Military andAdmin buildings, ADFA Indoor Sports Centre, Library and academic centres on campus. 53In addition to <strong>the</strong> physical display, an electronic copy <strong>of</strong> <strong>the</strong> poster will be displayed on <strong>the</strong> ADFAintranet. 54 The display <strong>of</strong> <strong>the</strong> inform<strong>at</strong>ion is complemented by <strong>the</strong> issue <strong>of</strong> cards to undergradu<strong>at</strong>es.This will fur<strong>the</strong>r increase <strong>the</strong> ease with which undergradu<strong>at</strong>es will be able to access <strong>the</strong> contact details.However, undergradu<strong>at</strong>es also need to be encouraged to access <strong>the</strong>se services and any stigmaassoci<strong>at</strong>ed with <strong>the</strong>ir use addressed.In response to part b), <strong>the</strong> Audit has been advised th<strong>at</strong> partnerships with support agencies have beenestablished and th<strong>at</strong> <strong>the</strong> agencies have agreed to meet annually. The Audit has been informed th<strong>at</strong>:In addition to internal support, ADFA has formed working rel<strong>at</strong>ionships with a wide range <strong>of</strong>external emergency and support agencies (e.g. beyond blue, Lifeline, Canberra Rape CrisisCentre, Rel<strong>at</strong>ions Australia, Services Assisting Male Survivors <strong>of</strong> Sexual Assault, Women’sInform<strong>at</strong>ion and referral Service). 55124
This range <strong>of</strong> organis<strong>at</strong>ions provides a holistic response to undergradu<strong>at</strong>e needs. While <strong>the</strong> Audit hasbeen advised th<strong>at</strong> partnerships have been developed <strong>the</strong> Audit has been largely unable to clarify detailson <strong>the</strong> n<strong>at</strong>ure <strong>of</strong> <strong>the</strong>se partnerships, wh<strong>at</strong> work is actually being done and wh<strong>at</strong> has been communic<strong>at</strong>edto undergradu<strong>at</strong>es. 56The development <strong>of</strong> <strong>the</strong>se partnerships and <strong>the</strong> agreement to meet annually are important mechanismsin providing a holistic response however ADFA should ensure th<strong>at</strong> <strong>the</strong>se partnerships are activelypursued. As <strong>the</strong> COMDT commented:It’s a bit <strong>of</strong> a work in progress, but it’s valuable and we learnt a lot from <strong>the</strong> liaison th<strong>at</strong> we hadwith those people…It’s…in <strong>the</strong> form<strong>at</strong>ive stages now. We’re just starting to develop rel<strong>at</strong>ionshipswith each <strong>of</strong> those. 57The Audit encourages ADFA to ensure <strong>the</strong>se rel<strong>at</strong>ionships continue to be developed for <strong>the</strong> benefit <strong>of</strong>undergradu<strong>at</strong>es.ConclusionADFA has made significant improvements to injury management. ADFA has commenced recordinginjury st<strong>at</strong>istics differenti<strong>at</strong>ed by gender, type and cause <strong>of</strong> injury in a form<strong>at</strong> which lends itself to regularanalysis. A number <strong>of</strong> substantial changes to physical training, remedial training and rehabilit<strong>at</strong>ionprograms have been implemented and undergradu<strong>at</strong>es are aware <strong>of</strong> <strong>the</strong> improvements. ADFA shouldcontinue to address injury risks associ<strong>at</strong>ed with female undergradu<strong>at</strong>es and develop measures tocomb<strong>at</strong> <strong>the</strong>se risks.The stigma associ<strong>at</strong>ed with injury is being addressed through <strong>the</strong> removal <strong>of</strong> physical signs <strong>of</strong> medicalrestrictions, educ<strong>at</strong>ion programs and improved rehabilit<strong>at</strong>ion. While this is a comprehensive approach,ADFA must continue to monitor and address this enduring stigma which is culturally based andcontinues to undermine <strong>women</strong>.Recommend<strong>at</strong>ion 31 has been largely implemented, however, part b) is still in <strong>the</strong> developmental stage.ADFA has upd<strong>at</strong>ed and displayed posters in training and accommod<strong>at</strong>ion areas with contact details<strong>of</strong> internal and external emergency and support services.
