However it is acknowledged th<strong>at</strong> fur<strong>the</strong>r progress on implement<strong>at</strong>ion will be made in <strong>the</strong>medium and longer term.Implement<strong>at</strong>ion – Structure and ManagementThe implement<strong>at</strong>ion <strong>of</strong> recommend<strong>at</strong>ions <strong>of</strong> <strong>the</strong> ADFA Report is managed by <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong>College (ADC) <strong>Review</strong>s Implement<strong>at</strong>ion Team (RIT) in collabor<strong>at</strong>ion with ADC and ADFA seniorleadership. The RIT reports to <strong>the</strong> Commander <strong>of</strong> <strong>the</strong> ADC (COMADC), <strong>the</strong> Chiefs <strong>of</strong> ServicesCommittee (COSC) and is represented on <strong>the</strong> Cultural Reform Networking Forum chaired by <strong>the</strong> ADF’sOrganis<strong>at</strong>ional Development Unit (ODU). The ODU was established by <strong>the</strong> Chief <strong>of</strong> <strong>the</strong> <strong>Defence</strong> <strong>Force</strong>(CDF) and <strong>the</strong> <strong>Defence</strong> Secretary to coordin<strong>at</strong>e <strong>Defence</strong> wide implement<strong>at</strong>ion <strong>of</strong> recommend<strong>at</strong>ions inP<strong>at</strong>hway to Change. 2The RIT works closely with ADFA to support <strong>the</strong> implement<strong>at</strong>ion <strong>of</strong> recommend<strong>at</strong>ions. The RIT meetswith <strong>the</strong> COMDT weekly to provide a written report to COMADC. The Vice Chief <strong>of</strong> <strong>Defence</strong> <strong>Force</strong> is<strong>the</strong>n briefed on key issues arising. On a six monthly basis <strong>the</strong> COMDT briefs <strong>the</strong> ADFA working group,which is a subset <strong>of</strong> <strong>the</strong> ADC Advisory Board. The COMDT also briefs <strong>the</strong> Chiefs <strong>of</strong> Service Committeeevery four months.According to <strong>the</strong> RIT, <strong>the</strong> goal is th<strong>at</strong> all <strong>Review</strong> recommend<strong>at</strong>ions are implemented and embeddedas business as usual by 30 June 2013. The RIT has taken a holistic approach not only focussing oneach recommend<strong>at</strong>ion, but also embracing many o<strong>the</strong>r changes including existing initi<strong>at</strong>ives, thosegener<strong>at</strong>ed by P<strong>at</strong>hway to Change and recommend<strong>at</strong>ions from previous reviews. 3 The RIT assesses arecommend<strong>at</strong>ion to be implemented when wh<strong>at</strong> has been recommended has become ‘business asusual’. The RIT has been working to have policies changed and develop processes and tools (bothmanual and electronic) to sustain <strong>the</strong> recommend<strong>at</strong>ions. 4The Audit is aware <strong>of</strong> <strong>the</strong> efforts <strong>of</strong> staff and ADFA to build <strong>the</strong>se changes <strong>into</strong> <strong>the</strong> everyday functioning<strong>of</strong> ADFA and <strong>of</strong> <strong>the</strong> many competing demands <strong>the</strong>y need to manage.The Audit welcomes <strong>the</strong> holistic approach and <strong>the</strong> resources th<strong>at</strong> have been invested <strong>into</strong> <strong>the</strong>implement<strong>at</strong>ion <strong>of</strong> recommend<strong>at</strong>ions to ensure <strong>the</strong>y are ‘complementary but mutually reinforcing’. 5 Thisapproach supports long term sustainability and will contribute to embedding <strong>the</strong> cultural and structuralchanges <strong>into</strong> <strong>the</strong> fabric <strong>of</strong> <strong>the</strong> oper<strong>at</strong>ing environment through policies, procedures, practices, trainingm<strong>at</strong>erials, performance reviews and ongoing communic<strong>at</strong>ions.The visible and ongoing support <strong>of</strong> <strong>the</strong> senior leadership is also clearly evident:The CDF and <strong>the</strong> Secretary are supporting us really well so th<strong>at</strong>’s one <strong>of</strong> <strong>the</strong> points <strong>of</strong> leverageth<strong>at</strong> we have. As you know with cultural change, top level management support is crucial. If youhaven’t got th<strong>at</strong> you’re never going to get anywhere. The CDF in particular has been really drivingthis and has taken a personal interest in all <strong>the</strong>se things and th<strong>at</strong>’s been seen by o<strong>the</strong>rs. 6The senior leadership is supportive and <strong>the</strong>refore we have <strong>the</strong> ability to influence and haveentrees <strong>into</strong> areas th<strong>at</strong> we might not have o<strong>the</strong>rwise. 7We can go straight <strong>into</strong> organis<strong>at</strong>ions now and liaise directly and use <strong>the</strong> authority <strong>of</strong> <strong>the</strong><strong>Review</strong>...And so we’re conscious <strong>of</strong> <strong>the</strong> fact th<strong>at</strong> we are implementing recommend<strong>at</strong>ions whichwill now be beneficial across <strong>the</strong> entire <strong>Defence</strong> <strong>Force</strong>. 8The entrees th<strong>at</strong> we’ve had <strong>into</strong> parts <strong>of</strong> <strong>the</strong> organis<strong>at</strong>ion th<strong>at</strong> we never thought we could havebefore, simply by highlighting <strong>the</strong> fact th<strong>at</strong> this has <strong>the</strong> top cover and <strong>the</strong> sponsorship, <strong>the</strong>p<strong>at</strong>ronage <strong>of</strong> <strong>the</strong> senior leadership group in <strong>Defence</strong> and we’ve got to get it right. I also think th<strong>at</strong>because P<strong>at</strong>hways is coming in behind us it is more enduring. 9Audit Report: <strong>Review</strong> <strong>into</strong> <strong>the</strong> Tre<strong>at</strong>ment <strong>of</strong> Women <strong>at</strong> <strong>the</strong> <strong>Australian</strong> <strong>Defence</strong> <strong>Force</strong> Academy • 2013 • 17
