Chapter 2: Summary <strong>of</strong> Audit FindingsAccommod<strong>at</strong>ion and SupervisionRecommend<strong>at</strong>ions 19-21• The broad crime assessment <strong>of</strong> <strong>the</strong> ADFA grounds conducted in response to<strong>the</strong> <strong>Review</strong>, while not without merit, does not in isol<strong>at</strong>ion address <strong>the</strong> intent <strong>of</strong>Recommend<strong>at</strong>ion 19.• The establishment <strong>of</strong> a Residential Support Officers (RSO) scheme has been a success.• More live-in accommod<strong>at</strong>ion for staff on <strong>the</strong> ADFA/RMC Duntroon grounds is notpossible <strong>at</strong> this time.• A set <strong>of</strong> principles ‘addressing <strong>women</strong>’s security and safety and promoting <strong>the</strong>better engagement between staff and cadets in <strong>the</strong> residential setting’ (as perRecommend<strong>at</strong>ion 21 c)) has not been developed. Fur<strong>the</strong>r work on this is required giventh<strong>at</strong> <strong>the</strong> 2012 Unacceptable Behaviour Survey shows th<strong>at</strong> more unacceptable behaviourwas experienced in <strong>the</strong> residential domain than any o<strong>the</strong>r, and th<strong>at</strong> 45.3% <strong>of</strong> <strong>women</strong>and 19.8% <strong>of</strong> men had experienced unacceptable behaviour in <strong>the</strong> residential domain in<strong>the</strong> last 12 months. 1Minimising Risk, Managing Incidents and Ensuring <strong>the</strong> Safety <strong>of</strong> <strong>the</strong> WorkplaceEduc<strong>at</strong>ionRecommend<strong>at</strong>ions 22-23• Progress on designing and implementing a sexual ethics and healthy rel<strong>at</strong>ionshipstraining package has been slow and an integr<strong>at</strong>ed, expert program was not in place in2012.• The program taught in 2012 did not meet <strong>the</strong> intent <strong>of</strong> <strong>the</strong> Recommend<strong>at</strong>ion as it waslimited in scope and was ad hoc in n<strong>at</strong>ure.• The design <strong>of</strong> <strong>the</strong> 2013 sexual ethics program looks promising, but as <strong>at</strong> March 2013<strong>the</strong> Audit has not been provided with any course m<strong>at</strong>erials to assess.• ADFA plans to deliver <strong>the</strong> sexual ethics program internally, without <strong>the</strong> assistance <strong>of</strong> anexternal expert facilit<strong>at</strong>or.• ADFA has reformed its complaints reporting response and management training, andfocussed different modules <strong>at</strong> different parts <strong>of</strong> <strong>the</strong> undergradu<strong>at</strong>e popul<strong>at</strong>ion.• Complaints training remains part <strong>of</strong> ‘equity and diversity’ training, and a separ<strong>at</strong>ion <strong>of</strong><strong>the</strong>se areas would provide numerous benefits (see Recommend<strong>at</strong>ion 7).• The number <strong>of</strong> complaints made in 2012 and 2013 has increased, which may suggesta safer reporting environment, but <strong>the</strong>re is still a stigma <strong>at</strong>tached to using <strong>the</strong> equityadviser system.• Ongoing training and evalu<strong>at</strong>ion on making complaints is needed to ensure th<strong>at</strong>complaints processes are effective.10
