216Malicious Cyber ActivitiesDirected Against U.S. Satellites—ContinuedNotably, at least two U.S. government satellites have each experiencedat least two separate instances of interference apparentlyconsistent with cyber activities against their comm<strong>and</strong> <strong>and</strong>control systems: *• On Oc<strong>to</strong>ber 20, 2007, L<strong>and</strong>sat-7, a U.S. earth observationsatellite jointly managed by the National Aeronautics<strong>and</strong> Space Administration <strong>and</strong> the U.S. GeologicalSurvey, experienced 12 or more minutes of interference.This interference was only discovered followinga similar event in July 2008 (see below).†• On June 20, 2008, Terra EOS [earth observation system]AM–1, a National Aeronautics <strong>and</strong> Space Administration-managedprogram for earth observation, experiencedtwo or more minutes of interference.‡ The responsibleparty achieved all steps required <strong>to</strong> comm<strong>and</strong> thesatellite but did not issue comm<strong>and</strong>s.• On July 23, 2008, L<strong>and</strong>sat-7 experienced 12 or moreminutes of interference. The responsible party did notachieve all steps required <strong>to</strong> comm<strong>and</strong> the satellite.• On Oc<strong>to</strong>ber 22, 2008, Terra EOS AM–1 experiencednine or more minutes of interference. The responsibleparty achieved all steps required <strong>to</strong> comm<strong>and</strong> the satellitebut did not issue comm<strong>and</strong>s.The National Aeronautics <strong>and</strong> Space Administration confirmedtwo suspicious events related <strong>to</strong> the Terra EOS satellite in 2008<strong>and</strong> the U.S. Geological Survey confirmed two anomalous eventsrelated <strong>to</strong> the L<strong>and</strong>sat-7 satellite in 2007 <strong>and</strong> 2008.§If executed successfully, such interference has the potential <strong>to</strong>pose numerous threats, particularly if achieved against satelliteswith more sensitive functions. For example, access <strong>to</strong> a satellite’scontrols could allow an attacker <strong>to</strong> damage or destroy the satellite.The attacker could also deny or degrade as well as forge orotherwise manipulate the satellite’s transmission. A high level ofaccess could reveal the satellite’s capabilities or information,such as imagery, gained through its sensors.
