Richard D’Ama<strong>to</strong>Dick D’Ama<strong>to</strong> was reappointed <strong>to</strong> the U.S.-<strong>China</strong> <strong>Economic</strong> <strong>and</strong><strong>Security</strong> <strong>Review</strong> Commission by Senate Majority Leader Harry Reidon December 8, 2010, for a two-year term expiring December 31,2012. He previously served on the Commission from March 2001 <strong>to</strong>December 2007, serving as the chairman <strong>and</strong> vice chairman of theCommission from April 2001 through December 20, 2005. He is anat<strong>to</strong>rney <strong>and</strong> a member of the Maryl<strong>and</strong> <strong>and</strong> DC Bars. He is aformer delegate <strong>to</strong> the General Assembly of the State of Maryl<strong>and</strong>(1998–2002), representing the Annapolis, Maryl<strong>and</strong>, region, <strong>and</strong>served on the Appropriations Committee. He is also a retired captainin the United States Navy Reserve, served two <strong>to</strong>urs of dutyin the Vietnam theatre aboard the USS KING (DLG–10), <strong>and</strong> threeyears as an assistant professor of Government at the U.S. NavalAcademy. He served on the Trade Deficit <strong>Review</strong> Commission, aCongressional advisory body, as a member from 1999 <strong>to</strong> 2000.He served as vice president for development of Synergics, Inc., aninternational energy company <strong>and</strong> developer of alternative energyprojects, particularly wind energy. He also serves as an official presenter<strong>and</strong> participant in former Vice President Gore’s climateproject, serves as a member of Maryl<strong>and</strong> Governor O’Malley’s commissionon climate change, <strong>and</strong> is a trustee of St. Mary’s Collegeof Maryl<strong>and</strong>.From 1988 <strong>to</strong> 1998, Commissioner D’Ama<strong>to</strong> was the Democraticcounsel for the Committee on Appropriations of the U.S. Senate.He was responsible for coordinating <strong>and</strong> managing the annual appropriationsbills <strong>and</strong> other legislation on policy <strong>and</strong> funding ofU.S. defense, foreign policy, trade, <strong>and</strong> intelligence matters. Heserved from 1980 <strong>to</strong> 1988 as senior foreign policy <strong>and</strong> defense advisor<strong>to</strong> the former Democratic Senate leader, Sena<strong>to</strong>r Robert C.Byrd. In this position, he supervised work on major foreign policy,national security, <strong>and</strong> trade policies <strong>and</strong> was the co-direc<strong>to</strong>r for theSenate Arms Control Observer Group, a bipartisan leadership organization,which served as liaison with The White House on all armscontrol negotiations with the Soviet Union. He also served on theSenate delegation <strong>to</strong> the Kyo<strong>to</strong> negotiations on global warming.Mr. D’Ama<strong>to</strong> began his career as legislative direc<strong>to</strong>r for CongressmanJames Jeffords (Ind.–VT) from 1975 <strong>to</strong> 1978 <strong>and</strong> then aschief of staff for Sena<strong>to</strong>r Abraham Ribicoff (D–CT) until 1980.He has been active in other aspects of public service, havingfounded the annual Taste-of-the-Nation dinner in Annapolis aspart of the nationwide ‘‘Share Our Strength’’ hunger relief organization<strong>and</strong> created an annual scholarship for college-bound African-American women in Anne Arundel County, Maryl<strong>and</strong>. He currentlyserves on the boards of the Annapolis Symphony Orchestra, theAnnapolis Maritime Museum, The Johns Hopkins Cuba ExchangeProgram, <strong>and</strong> the University of Oxford Congressional Visi<strong>to</strong>rs program.He is a founding member of the National Sailing Hall ofFame.Commissioner D’Ama<strong>to</strong> received his B.A. (cum laude) from CornellUniversity in 1964 <strong>and</strong> served on the Cornell board of trustees’Advisory Council.
